About this file
This document is Addendum #01 to Section 07 01 50.19 (Preparation for Re-Roofing & Roofing Rehabilitation) for a roof replacement project at Columbus VAMC Building 1A, contract #757-21-101, dated April 27, 2026.
The specification covers preparation work for complete roof removal, partial roof removal for repairs, selective roofing component removal, and existing membrane rehabilitation. The existing roofing systems include PVC (with membrane, cover board, and insulation components) and TPO (with membrane and insulation components). Work must be performed only during dry weather conditions, with no more roofing removed in one day than can be made watertight the same day. A preinstallation meeting is required minimum 30 days before work begins, with participation from the Contracting Officer's Representative, Architect/Engineer, Contractor, Installer, and Manufacturer's field representative. The contractor must employ the same installer for all related roofing sections and provide a manufacturer's technical inspector certified as a Registered Roof Observer with minimum five years' experience and no sales responsibilities to perform daily job monitoring and submit written reports. Deck preparation includes moisture testing for concrete decks per ASTM D4263-83(2018) and visual inspection of steel deck fasteners. Single-ply membrane preparation requires pressure washing at minimum 2000 psi with 100 percent water reclamation compliant with EPA NPDES requirements. All waste materials must be collected and legally disposed of regularly to prevent accumulation. The specification references related sections for rehabilitation, new roofing systems, and flashing work, with applicable standards from ANSI/SPRI and ASTM International.
