JAMES H. QUILLEN VETERANS AFFAIRS MEDICAL CENTER (VAMC)
MT. HOME TENNESSEEE
PROJECT NUMBER: 621-20-107
UPDATED DRAWINGS, SPECIFICATIONS, AND EXPLANATION OF REVISIONS
QUESTIONS AND ANSWERS (RFIs)
36C24923R0030
AMENDMENT NUMBER 0002
QUESTIONS AND ANSWERS
1. Per Note #29 of the Fire Alarm Systems notes on sheet FA-1.00, it states that the contractor is to provide a fire watch for all occupied areas during construction. Please provide as-builts of existing fire protection system so we can determine the level of impact, and number of fire watches that will be required.
A: As-builts are unavailable. A fire watch is only required in building areas that are affected by fire alarm outage and are occupied at that time. Fire alarm zones align with the smoke compartments and D wing is a separate smoke compartment. Minimal work is anticipated in fire alarm zone 20 (corridors and elevator lobby). The contractor is to determine the best order of operations to minimize impairments while completing the required modifications [TGS].
2. Note #20 under the Fire Protection Systems Notes on sheet FX-1.00, it states that "…Prior to connection to the above ground system, the underground fire water service shall be flushed in accordance with NFPA 13. Please confirm this requirement.
A: The following portion of Note 20 can be ignored as it is an existing system and will not require modification to the existing underground system, “Prior to connection to the above ground system, the underground fire water service shall be flushed in accordance NFPA 13.” Note will be revised as part of Addendum 2. [TGS]
3. Note H under the General Plan Notes on sheet FXD-2.02 requires an "approved" fire watch for impairments lasting longer than 10 hours. Considering the entire fire protection system is called to be demolished and renovated, the system will be down for several weeks during construction. Please advise on what an "approved" fire watch would include. Please advise if active smoke heads within the construction space can act as a fire watch during non-construction hours while during construction hours, the Project Superintendent can act as Fire Watch.
A: A continuous watch is required. Active smoke detectors would not be advisable due to the dust typically incurred during construction. Active heat detectors may be acceptable but would require coordination with the fire alarm contractor as impairments to the fire alarm zone are expected. The contractor is responsible for determining the best order of operations to minimize impairments while completing the required modifications. The Fire Watch must be conducted by the Site Safety / Health Officer (SSHO). Additionally, the threshold initiating this requirement has been reduced from 10 hours to 4 hours in Addendum #2. [TGS][PRQ]
4. Per Note #8 under Medical Gas Notes on sheet P-1.00, please advise on medical gas connection type that meets the Owner standards at this facility.
A: Amico [VA]
5. Note B under General Plan Notes on sheet PD-2.01states “Phasing - no more than 2 rooms can be out of service at a time.” Please confirm that this note refers to occupied rooms outside of the construction zone.
A: This note refers to Wing D1 below the construction area. [VA]
6. Note B under General Plan Notes on sheet PD-2.01states “Phasing - no more than 2 rooms can be out of service at a time.” Please provide all necessary as-built’s for water, sanitary and venting for all areas served by the same branch of the sanitary and water systems that serves or passes through the construction area so to properly plan the quantity and location of shutdowns that will be needed. If not available, please quantify number of shutdowns that should be assumed for plumbing scope of work.
A: As-builts are not part of bid set but record drawings will be available from the VA after bid.
[JMP]
7. Note #3 on sheet PD-2.01 and note #3 on sheet P-2.01 reference existing storm drains. On Sheet PD-2.01, there are two note #3’s (one in Toilet Room D126 shaft/chase area and one on the south side of corridor D-139) called to be demolished and offset. However, the new storm drain connection on P-2.01 only shows one note #3 for the connection point in the Toilet Room D126 chase. The location of the other note #3 as shown on sheet PD-2.01 in Corridor D-139 has an (E) existing notation next to a 0" 6" SD DN" leading us to believe that no new work is required at this location. Please clarify.
A: Note #3 on sheet P2.01 applies to the storm drain in corridor D-139. There will be new work to connect to the existing system and offset the storm drain plan west. [JMP] Note: Additional note #3 exists on P-2.01, not just the two mentioned above. An additional note will be added as a part of Addendum #2.
8. Per note #12 under Drawing Notes on sheet AD-101 implies that material deliveries should be through the existing windows. The existing windows are rather small. There would be items such as millwork, sliding doors, mechanical equipment… that would be difficult, if not impossible to receive these items through these openings. Please provide alternate routing for the larger material deliveries which would the location of a service or freight elevator.
A: The VA has decided that use of existing elevators are acceptable so long as cleanliness is maintained. This response supersedes any response given prior to this response. Coordinate with COR and refer to Specification 010000 General Requirements article 1.15 Use of Existing Elevators.
9. Per Note B under General Plan Notes on sheet P-2.01, it states that the Contractor shall X-ray floor prior to any cutting of the slab. Please advise on the structure type of the 2nd floor slab and roof slab and advise if the slab construction is post tension construction.
A: Coordinate this information with COR. Structure is 2-way slab 10” thick concrete. [CL]
10. Note B under General Plan Notes on sheet PD-2.01 states “Phasing – no more than 2 rooms can be out of service at a time.” Please provide as-built’s for all plumbing lines that feed the second floor as to coordinate the level of effort and number of mobilizations that will be required.
A: As-builts are not part of bid set but record drawings will be available from the VA after bid.
[JMP] See new tie-ins on sheet P-201 for quantities. [PRQ]
11. On sheet P-1.00, it shows a Medical Gas Alarm Panel Schedule, but there are no symbols or abbreviations for this panel. On sheet P-3.02, note #4 under the Drawing Notes, it calls for symbol "AA-1" to be installed at the Nurses Station. Please confirm that symbol “AA-1” shown on sheet P-3.02 is in fact the medical gas alarm panel from the Medical Gas Alarm Panel Schedule noted on P-1.00.
A: Confirmed. [JMP]
12. Per elevation #6 on sheet AE-4.03, it calls for a BC-1 on the casework where the sink is located.
Please confirm BC-1 is the correct cabinet selection or is it supposed to be a SB-1 instead like other sink locations at other elevations.
A: Casework below sink on 6/AE403 shall be SB-1. An update will be reflected in Addendum #2.
13. Per sheet AE-403, BC-1 on the Casework Typology Legend shows it having two drawers. On elevation #2, the elevation shows it having one drawer and on elevation #6, it is shown with a false panel. Please confirm the inconsistencies on these two elevations.
A: BC-1 shall have two drawers. Elevation #6 casework with false panel to be SB-1. Details reference section 7/AE402. This detail will be clarified in Addendum #2 to show the drawer.
14. Per detail #5 on sheet QT-4.01, it shows the headwall elevation. This elevation shows 6 vacuums, 6 oxygens but only 4 medical air outlets and no slides. On sheet P-1.00, the Medical Gas Legend depicts the symbols for determining the quantity of outlets at a given location, with the second digit representing medical air. On sheet P-3.02, it indicates the P-1.00 reference symbolism "MGH-####" at each head wall location with the number 6 indicated as the number for all medical gases and slides (including medical air). Please confirm that there should be 6 of each type (vacuums, oxygens, medical air and slides) or if the elevation on QT-4.01 would supersede in case there would be 6 vacuums, 6 oxygens, only 4 medical air outlets with no slides at each headwall location.
A: QT-401 supersedes. Addendum #2 will include revisions on plumbing drawings to match QT- 401 quantities. [PRQ]
15. Sheet P-6.01 (details #2 through #8) cannot be legibly printed and must be fully zoomed in to read. Please provide a revised sheet with bolder or darker print.
A: Lineweights will be darkened in Addendum #2 so that the text is legible.
16. Please confirm that the AHU being replaced only services the construction areas and temporary air is not required. If not, please provide as-built’s for all ductwork it will serve and for the existing AHU that is being replaced so proper pricing for temporary air and TAB services can be determined.
A: This is not correct. The existing AHU is not being replaced. The existing AHU serving areas D and E is to remain with ductwork modifications required to serve the existing areas outside of the scope of new work. Temporary duct work may be required to keep those areas ventilated by the existing unit during construction. [WLS]
17. Note E under the General Demo Notes on sheet MD-2.02 indicates that the Contractor is to bring to the attention of the VA COR if we encounter any smoke or fire dampers to be demolished. Please identify any smoke or fire dampers that will be demolished including in-wall locations as to properly price the fire damper work, and decommissioning efforts that will be required. If not, it will be assumed that only items shown on plan will require demolition A: The design team has made extensive efforts to identify existing conditions by on-site survey and as-built plan reviews, however, it is possible that a damper may have been unseen and will require demolition. Dampers discovered during construction will be handled with a Change Order. [WLS]
18. Per note C under General Plan Notes on sheet M-3.02 states that concrete coring cannot go through thickened slab areas near columns. Please confirm that this note was considered during design since there are restrooms currently oriented around columns. Please provide structural as-built’s to allow adequate pricing to consider potential offsets for mechanical and plumbing piping. We will also need structural as-built’s for the roof area to review locations of any mechanical penetrations required for the new equipment.
