About this file
This document contains a series of requests for information (RFIs) and responses related to a solicitation to renovate Building 34 at the James H. Quillen VA Medical Center to correct facility condition assessment deficiencies. The solicitation will use lowest price technically acceptable evaluation and award the contract to the lowest bidder. Bids are due on an unspecified date listed in Amendment 0005. The RFIs seek clarification on the large number of responses provided in Amendment 0003, confirmation that underground plumbing pipes can be cut and capped in place rather than fully removed, and whether the contract will be awarded based solely on the base bid or through evaluation of base bid plus deducts. The responses grant an extension to the proposal due date, allow cutting and capping plumbing pipes in the basement slab, and confirm award will be based on lowest price.

The Amendment 0003 included over 140 RFI responses and there are 50+ responses pending. This number of RFI responses take time to properly review and digest ourselves, distribute to each of our subcontractors and vendors, allow them adequate time to review and digest, and allow everyone in the chain to revise and submit their bids.

mailto:Dewayne.Knowles@va.gov mailto:diana.grube@va.gov joee Typewritten Text joee Typewritten Text 02/05/21 joee Typewritten Text Though past the RFI deadline, we believe it in best interest of the Government to address the following question as the answer can swing pricing significantly for both concrete demo, plumbing demo, and concrete patching in the basement. The plumbing demo sheets, PD101, PD102 include notes that appear to suggest that all plumbing piping and drains which are under the basement slab are to be removed in their entirety. There are dozens of plumbing fixtures in the basement with likely hundreds of feet of underground plumbing pipe and drains. Typically, the pipe at each of these locations would be cut to below the slab, capped and have concrete poured over top. However, these notes appear to suggest that all of the piping and drains under slab are to be removed by cutting and jack hammering potentially hundreds of feet of concrete slab and pouring back. Please clarify if these plumbing pie and drains are to be capped and abandoned in place or cut out of the concrete and removed in its entirety.
Zoe Typewritten Text It is acceptable to cut plumbing below the slab and cap with concrete.
