About this file
This document contains responses to contractor questions regarding Solicitation Number 36C24921R0010 for renovations to Building 34 at the James H. Quillen VA Medical Center in Mountain Home, Tennessee. Key details include the scope of work involving renovations to correct facility condition assessment deficiencies, a base bid quantity of 550 linear feet for thermal system insulation removal, clarification that steam and condensate lines not part of the renovation do not require tie-ins, and the requirement for polypropylene piping as specified. Contractors are directed to secure construction areas with fencing and provided guidance on acceptable temporary fencing options and durations. The response also addresses questions on asbestos abatement procedures, exposed mastic removal, and the need for the contractor to submit wage conformance at time of contract award.

INFORMATION NEEDED:
79. Are the General Contractors required to place a Temporary Construction Fence around the perimeter of the building? If so, can the VA provide how far back from the Building this should occur?
80. Instead of a Chain Link Temporary Construction Fence, would it be acceptable to use Snow Fence around the perimeter, excluding where dumpsters would be located?
81. Drawing 34-AR-1 shows Keynote 6 labeled where the walls are to remain. Does the Government expect the
Asbestos Contractor to remove the Block filler from these walls that are to remain by grinding it off?
82. Drawing 34-AD-101 in Room E085 Freezer, once the existing Freezer units get removed, it will expose a black mastic on the existing Ceiling that is shown to be “Hot,” per the previous testing reports. Does the VA want this removed?
83. The Asbestos report, nor the Drawings indicate a basis for the amount of TPI that is to be removed. The total LF could not be field verified. Typically, we’re providing with a LF to account for in the contract and add an additional 10% to that total. Can the VA provide us with the total LF that should be accounted for in the Base
Bid?
84. Existing underground steam condensate has several lines coming into the building that are not shown on the drawings. Do these lines need to be tied back to the new system piping and pump? Please advise.
85. Can the specifications for the heating hot water piping in the lower mechanical room be changed to the normal steel piping used in the VA Building.
This will allow for a much better installation and then change to the polypropylene as it leaves the mechanical room. Please advise.
86. Section 04 01 00 of the specs call for Maintenance of Masonry, the scope calls for repointing existing, damaged masonry joints & replacing existing, damaged masonry units. The exterior elevation plans do not have any notes or details specifying areas to be repaired. Can you please provide updated elevations indicating the specific areas which will require masonry repairs/replacement?
87. Wages TN20210111 01/01/2021 do not indicate the wages for Asbestos or Lead Abatement worker. Please provide those missing wages?
REPLY:
79. Contractors will need to secure any construction laydown areas with chain link fence. The contractor will also need to fence in any area were work is occurring on the exterior of the building so as to prevent public access to work areas.
80. Snow fence is not permitted for any long-term fencing. Snow fencing will be allowed for temporary fence needs not to exceed 2 weeks.
81. Block walls schedule to remain for this project will not require abatement. Only block walls scheduled for disturbance will require abatement.
82. Asbestos-containing black mastic associated with freezers are to be removed from substrates in all locations.
83. Please use 550 linear feet for thermal system insulation (TSI) as a base bid.
84. Steam and condensate pipes that are not utilized for the renovation of this building do not require tie in into the building.
85. Polypropylene was specifically requested by the VA. We have no objection to what is proposed subject to approval by the VA
86. Brick tuckpointing is only intended for areas of building penetration being repaired.
87. The contractor will submit a wage conformance to the CO at the time of contract award.
