About this file

This document contains responses to questions from contractors regarding a solicitation for renovations to Building 34 at the James H. Quillen VA Medical Center in Mountain Home, Tennessee. The solicitation seeks to correct facility condition assessment deficiencies and involves demolishing interior walls, removing and replacing an existing skylight and air intake, and repairing or replacing plaster ceilings, gutters, and downspouts as needed. Contractors were asked to specify the relevant specification or drawing references in their questions. Responses clarified issues such as the scope of flooring demolition and replacement, provided a site image in place of a referenced civil utility plan, and advised reporting extensive roof damage rather than repairing it. The lead content of existing paint and the contractor's responsibilities regarding water damage were also addressed. The response compilation date was January 27, 2021 and the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 9 is the contracting agency.

INFORMATION NEEDED:

44. There is a lot of existing flooring that is not noted as being demo'd or abated, therefore would remain. However, when the demo of the interior walls occurs, there will be different floor types left in new areas. Is this correct? Is the flooring meant to be removed in a future contract?

45. 34-PL-111 Note says "Extend 4" S to 5'-0" outside building. See Civil Utility Plan for continuation." Please provide civil utility plan.

46. Sheet 34-A-201 the drawings indicate, " Repair and replace gutters and downspout as required." During the Site visit existing conditions show that an existing corner Roof Rafter to the Clock Tower is rotted out due to water damage.

Does the VA want the General Contractor to include a repair to this rafter in the base bid, or report it on the required roofing survey?

47. Sheet 34-AD-105 in Room E101 "Foyer" Note 9 states, "Existing Plaster ceiling to remain. Patch/repair as required." The existing conditions show that the paint is currently flakey. Can the VA confirm this is not LEAD Based

Paint?

48. Sheet 34-FX-001 shows the existing Water Site Plan around Building 34, the Symbol list on the drawing shows existing to remain line type as a lighter colored line type and new work line type as a darker line. Is the underground dark lines on the Water Site Plan part of this contract? If so, could the VA provide a scale and Civil Drawings to accommodate the work?

49. The existing skylight in the attic may have to be removed and replaced to allow access for new equipment.

During the Site Visit existing conditions show extensive water damage to the existing wood structure supporting the skylight. Does the VA intend for the General Contractor to have this repaired?

50, The Existing skylight has caused severe water damage to the existing conditions within the Plenum Return

Grille Room. Does the VA intend for the General Contractor to have this repaired?

51. Sheet 34-AD-105 shows note 9 in Room E104 Museum. To replace and repair plaster ceiling as required. There is several locations in this room with Flakey Paint and possible Plaster repairs. Should the GC account for the entire room in their repair, as it wasn't possible to quantify the locations during the site visit. Can the VA confirm if the paint is LEAD based?

REPLY:

44. Demolition floor plan to be updated to show where floor is to be removed. (GLMV)

45. Remove reference to civil utility plan. See attached site image. (GLMV)

46. Report extensive roof damage on required roofing survey. Roof rafters are not to be repaired in this scope of work. (GLMV)

47. Reference specification section 028333.13. (GLMV)

48. Image was pulled from previous work not part of this contract. All dark linework shown as new has been completed and is now existing. See notes referencing water and sprinkler tie-ins. (GLMV) The contractor’s scope of work starts at the incoming fire protection water supply flange inside of the basement. The drawing on 34-FX-001 is for information only, to allow the contractor to perform hydraulic calculations. This drawing was provided to the design team as a PDF, therefore it was not possible to edit the line types.

During phase 1, condition of the underground piping will be evaluated to determine whether it will require replacement during a subsequent phase. (GHD)

49. Existing skylight and air intake to be removed and replaced. Extensive roof damage to be recorded on the roofing survey. (GLMV)

50. Existing skylight and air intake to be removed and replaced. Extensive roof damage to be recorded on the roofing survey. (GLMV)
