About this file
This document summarizes the results of a lead-based paint survey conducted at a Department of Veterans Affairs medical center. The survey identified lead-based paint on various building components in 12 structures at the facility.
The survey reports provide details on each building such as construction materials, occupancy, and levels where lead was detected. Components tested include walls, doors, windows, trim, foundations and basement/exterior elements. Numerous locations in each building tested positive for lead-based paint on wooden, plaster and other components. Linear footage of impacted components was calculated from CAD drawings for each building. Specific lead-containing components are identified by room, wall, substrate material and presumed positive similar components. Testing data is contained in appendices.
One related opportunity notices a solicitation from the VA for renovation of Building 34 to address deficiencies identified by the lead-based paint survey and Federal Compliance Assessment. No further information is provided on response date or award details.

1) Room equivalent is an identifiable part of a building, such as a room, exterior, foyer, staircase, hallway, etc. All four exterior sides of a building are considered as a single room equivalent if the paint history appears to be similar.
2) Side “A” is the side or wall facing the front of the building. The other sides, “B”,”C”, and “D”, are designated in a clockwise pattern.
3) Component is the particular material that has been painted, such as windows, doors, trim columns, crown molding, etc.
4) Substrate is the material underneath the paint. There are six common types of substrates: brick, concrete, drywall, metal, plaster, or wood.
5) These components are presumed positive. Similar building components with identical substrates that exhibit similar painting history can be assumed to be lead based paint provided that sufficient testing (usually at least five room equivalents) has been performed on other locations of this same component within the same building.

4.6 Building 20
VA Project No. 621-05-115
Introduction:
Building 20 houses the Human Resources offices. It is constructed on a partial basement and crawlspace foundation. It is a two-story rectangular building with a brick exterior with wood doors, windows, and soffitt. It was originally a jail. The basement has brick walls and a concrete floor. A small room on the east side of the basement is constructed of concrete block.
The first and second floors are constructed of wood. The interior of the building is predominantly plaster, although there have been some walls added which are finished with gypsum wallboard. Many of the first floor’s walls are finished in a white texture material, both on plaster walls and on gypsum walls. Suspended ceiling tiles have also been installed on both the first and second floor.
1. Exterior: All wooden components tested positive for lead-based paint.
2. Basement: Three walls and some wood components of the stairs tested positive for lead-based paint.
3. First floor: Many wooden components and one wall tested positive for lead-based paint.
4. Second floor: Many wooden components and several walls tested positive for lead-based paint.
Within Building 20, the linear feet of each component containing lead based paint were

4.7 Building 34
VA Project No. 621-05-115
Introduction:
Building 34 houses several maintenance units, a museum and research facilities. The foundation and basement structural walls are brick. The building consists of a basement and two upper stories. The museum and storage rooms occupy the front (south) part of the first floor. There is a clock tower south of the museum. A section of the first floor is occupied by East Tennessee State University and was not a part of the inspection.
Behind the ETSU section is a maintenance shop. The second floor contains research areas, a restroom, and an equipment room.
1. Exterior: Wooden components tested positive for lead-based paint.
2. Basement: Lead-based paint was detected on foundation and other structural wall bricks and various wooden components throughout the floor. The ceiling was positive in several areas on the north wing. The southwest end, occupied by a cafeteria and associated rooms, had no observed positive readings.
3. First floor: The ceiling, columns and some walls in the museum, office, and associated rooms tested positive for lead-based paint. The hallway and associated rooms north of the museum also had several positive readings. The East Tennessee State University area north of this hallway was not tested. The hallway north of the ETSU rooms, associated rooms, and the maintenance shop at the north end of the building had numerous positive tests on wooden components and plaster walls.
4. Second floor: All rooms on this floor tested positive for lead-based paint on walls, ceilings and wooden components.
Within Building 34, the linear feet of each component containing lead based paint were calculated from the CAD drawings. The approximate quantities are listed as follows:
Component Approximate Quantity, in linear feet (lf) Baseboards 68 lf Stair Railings* 1 Staircase, to Bell Tower Inner Walls 5,591 lf Windows 78 lf Exterior Wood Trim (all 4 sides)** 1,491 lf Exterior Dock Foundations 67 lf Interior Columns*** 99 lf Doors 45 lf Ceilings 16,326 square feet
VA Medical Center Lead Based Paint Survey Results Page 2 of 8
VA Project No. 621-05-115
*Linear footage could not be computed for wood components on staircases; quantities are designated for number of staircases, by floor. In addition, the dark brown coloring for the stairs in the foyer is encompassing the stairs that extend to the bell tower on the floor directly above the foyer.
**Denoted in the CAD drawings by a dark green line. The wooden components of the bell tower are noted by a dark green line within the perimeter of the foyer on the first floor drawing, since the bell tower resides directly above the foyer.
***There are 28 interior columns in Museum and adjacent rooms on first floor. These columns are two floors in height. There are an additional 6 columns in the basement area with LBP and those columns are approximately 10 feet in height.
Testing data is located in Appendix A, Section A.7

4.8 Building 35
VA Project No. 621-05-115
Introduction:
Building 35 is a theater. It is normally unoccupied but gets some usage from East Tennessee State University. It faces south and the seating slopes toward the north, where the stage resides. Behind the stage are dressing rooms along the north exterior. There are dressing rooms on two levels: stage level and a second floor level, directly over the first floor dressing rooms. Below the stage and dressing room area is a partial basement. On the south end of the theatre there is a partial second floor, which entails a lobby, projector room, and balcony.
The building is constructed of brick and wood, with a concrete base / foundation. The stage is constructed of wood and has brick walls. Interior walls and ceilings throughout the building are made of plaster. The exception to this is gypsum wallboard used for the construction of the projector room.
1. Exterior: Most of the wooden components tested positive for lead-based paint, as did sets of metal stairs on the east and west sides of the building.
2. Basement: All components of the stairs tested positive for lead-based paint as did some of the walls and room wooden components.
3. First floor: Most wooden components tested positive for lead as did several walls.
The stained wood portion of the orchestra pit also tested positive.
4. Second floor: Many wooden components tested positive for lead-based paint, including carved pieces that appeared to be stained. Several walls also tested positive. One wall of the projector room tested positive.
Within Building 35, the linear feet of each component containing lead based paint were
