About this file

This document contains responses to questions from contractors regarding a solicitation for renovations to Building 34 at the James H. Quillen VA Medical Center in Mountain Home, Tennessee. The solicitation seeks bids to correct facility condition deficiencies and involves the removal of doors, walls, and flooring. Contractors must submit questions by specification or drawing number and the government will reply with relevant details such as: the VA will transport salvaged doors if contractors palletize and store them; heaters will remain or be removed depending on whether an alternate proposal is accepted; an additional site visit was provided; lead and asbestos reports will be issued as amendments; trench infilling is included; wall base removal depends on demolition plans; decking will be deconstructed before bidding; and the building is slab on grade. The response compiled by the VA aims to clarify contractor questions in order to facilitate accurate bids for the solicitation closing on January 27, 2021.

RFI NO.: 26-34 DATE:01-20-21 SPEC/DWG. REFERENCE:

REPLY NEEDED BY:

INFORMATION NEEDED:

26. The drawings state that most doors are to be removed, salvages and handed over to the VA. Does the VA intent to pick up and transport the doors to their desired location? If the VA wants the contractor to transport the doors, please provide the location where they are to be moved and how far away it is from Bldg. 34? Is it the contractor’s responsibility to load, transport and unload? Does the contractor need to make provisions for storage on the jobsite?

27. "Alternate for attic air handlers (alt 1 on specification, alt 4 on RFP) indicates to provide hydronic heaters in lieu of air handlers shown. Prints show 2 air handlers and 9 heaters in that area. Please clarify:

If alternate is not taken, will the 8 heaters remain in the base?

If alternate is taken, are more heaters than the 8 shown required?"

28. Will the VA consider allowing another site visit? The bidding documents don’t specify the existing wall types that are to be removed on the demo plans. Assuming all wall types are the same as Masonry/Concrete would drive the cost higher. Allowing another site visit could be cost effective and schedule effective for the Owner in the end.

29. Do you have a current lead report? If so, can you please provide it via Amendment?

30. Do you have a current asbestos report available? If so, can you please provide it via Amendment?

31. After taking down block/concrete walls indicated on the drawings, there will be trenches to infill. Is trench infill part of this project's scope of work?

32. On existing walls that are to remain, is the contractor responsible for removing the wall base on those walls?

33. On 34-A-102 there is a note that states "GC and applicable subcontractors shall inspect decking conditions underneath roof during walkthrough." However, during the walkthrough it was observed that the majority of the deck was covered and not visible. 34-A-102 also states that the "GC is to provide and review a survey with the COR before construction begins." Since a survey is required, are we to assume that only the areas indicated on the drawings shall be priced?

34. Is there crawlspace under any of the building or is it considered to be slab on grade? If so, what is the depth of the crawl space?

REPLY:

26. The doors shall be palletized and protected from damage (i.e. palletized, stacked, stickered, strapped and plastic wrapped). The Contractor shall make provisions to store the doors in the paint booth and adjacent area during construction. If the VA desires to store the doors elsewhere, we will pallet jack them to the loading docks.

27. If alternate is not taken, heaters are to be removed in base bid. If alternate is taken the 8-unit heaters shown will remain. (GLMV) The unit heaters on the first floor will not be required if the air handlers are provided. If air handlers are not provided the heaters on the first floor are required. The heaters on the second floor are to be provided in either case and are not affected by the alternate. (AME)

28. 2nd site visit was Thursday, January 28, 2021 at 7AM CT (8AM ET).

29. Yes. We will provide as an amendment document.

30. Yes. We will provide as an amendment document.

31. Trench infill as a result from the removal of CMU walls will be included in the scope of work. Infill with sandfill under 4” concrete slab tied into existing concrete slab with #3 rebar at 12” O.C. (GLMV)

32. Reference demo plan for removal of floor and wall base. (GLMV)

33. This service was requested by the VA. VA to inform GC that deconstruction will occur by VA before final bids are required. Alternately, the survey can be provided by the selected GC after bidding and deconstructive demolition by the GC for review by the COR. (GLMV)

34. Building does not have crawlspace and is slab on grade. (GLMV)
