About this file
This document contains responses to a contractor's questions regarding a federal solicitation to renovate Building 34 at the James H. Quillen VA Medical Center in Mountain Home, Tennessee. The solicitation seeks to correct facility condition assessment deficiencies. Questions covered topics such as asbestos testing of plaster, fire alarm and security wiring requirements, plumbing and mechanical piping demolition and installation, steel fabrication certifications, and the presence of asbestos-containing materials in concrete masonry unit walls. Responses addressed specific specification and drawing references, clarified the scope of demolition and new construction work, and provided guidance on equivalent certifications to American Institute of Steel Construction qualifications. The solicitation is issued by the Department of Veterans Affairs Veterans Health Administration VISN 9 for project number 621-18-102.

There are other companies available, but they have not paid to receive the AISC certifications. Since AISC certification does not guarantee a quality project, and the issues surrounding finding an AISC certified company, and due to the fact that this project is quite small, we request that an exemption be given for this certification.

The Slab Infill sheet 34-S-101 shows a section of 1st Floor in Area “B” to be demoed. This structure of this area is not identified on the plans. However, after closer examination through the ceiling hatch in the walk in cooler below this area, there appears to be much more to this work than the plan identify. The floor structure appears to consist of a 3-6” thick concrete slab poured integrally with 10”x8” concrete beams spaced approximately 9’ oc. In addition, the is a steel structure on the ground floor under this area denoted for demolition which supports a sort of brick “catacomb” style barrel vaulted ceiling and walls. The steel structure is extremely rusted and in very bad shape and the brick vault is beginning to crumble. A structural assessment may be needed for this area. See the attached photos. Please advice how to handle this area for bidding purposes.
