About this file
This document contains an asbestos survey report for Building 34 at the James H. Quillen VA Medical Center. The report identifies asbestos-containing materials found in the building including vinyl floor tile in the basement measuring approximately 13,300 square feet. Trace amounts of asbestos were also found in baseboard mastic located in the museum storage area totaling around 160 linear feet. The related federal contract opportunity is solicitation number 36C24921R0010 to renovate Building 34 to correct deficiencies identified in the Facility Condition Assessment. The solicitation was issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 9.

E. Roberts Alley & Associates, Inc. U.S. Dept of Veterans Affairs December 2005 Project No. 2005-0731 VA Contract GS-10F-0165R VA Project No. 621-05-115
Building Description:
Building 34 is a three-story building with a total size of approximately 65,000 square feet. It has a basement floor which is predominantly underground and a first floor of the same size. The second floor is smaller and encompasses only the north end of the building. The building faces south and is constructed in the shape of an inverted “T”. In the center of the south entrance is a bell / clock tower which extends above the height of the roof. The south wing of the building extends in an east / west direction and is only two floors. This section of the building does not have a second floor, but it does have an attic with a wooden floor which extends the full length of the wing. The north wing of the building extends from north to south and has three floors.
The building is constructed of brick, with wooden eaves or soffitts. The south wing of the building has metal framed windows while the north wing of the building has wooden windows with window glazing. The interior of the building is predominantly plaster walls and ceilings. A few internal walls on the ground and first floors have been added in recent years and they are constructed of gypsum wallboard. There are also suspended, fibrous tile ceilings in many of the rooms. The floors throughout the basement are predominantly concrete covered with vinyl tile. The first floor is predominantly terrazzo tile on concrete. The second floor has a single layer of vinyl tile and / or carpeting over wooden sub-flooring.
There is a considerable amount of pipe insulation throughout the building, but all of the piping observed is insulated with fiberglass material having a paper or plastic outer wrap.
Some smaller refrigerant lines were noted to have foam insulation. It is understood that asbestos containing thermal system insulation was abated from this facility several years earlier. It is possible that asbestos containing pipe insulation may be present in enclosed pipe chases, wall cavities, or inaccessible ceiling plenums within the facility, but no suspect pipe insulation was observed during the survey.
Fiberglass batting insulation was observed on the roof decking in the south attic area and loose fibrous insulation was observed in the attic area above the second floor in the north wing. The south attic area also contained fiberglass insulated piping. The clock / bell tower is constructed of brick and wood.
Sampling Strategy:
The building was surveyed for materials suspected of containing asbestos. Samples of suspect surfacing, thermal insulation, and miscellaneous materials were observed.
Roofing materials were excluded from the survey, as per the scope of work. Some rooms on the first floor and the bookstore in the basement were not inspected due to their being occupied by ETSU personnel.

VA Project No. 621-05-115
Sixty-nine (69) samples of building materials were collected for asbestos analysis:
♦ Twenty (20) samples of floor tile, seventeen (17) samples being from the basement floor, and three samples from the second floor, ♦ Thirteen (13) samples of thermal system insulation of pipe insulation and tank insulation on the basement floor, first floor and south attic. Samples included wrap mastic, elbow mud, and fibrous insulation, ♦ Eleven (11) samples of baseboard mastic from all three floors, ♦ Nine (9) samples of ceiling material, eight samples of ceiling tile and one sample of ceiling texture, ♦ Five (5) samples of gypsum wallboard and joint compound composites from the basement and first floors, ♦ Four (4) samples of the building plaster, collected from the basement, and first floors, ♦ Two (2) samples of attic insulation, ♦ Two (2) samples of exterior window glazing, ♦ One (1) sample of stair riser mastic, ♦ One (1) sample of fibrous wall tiles, and ♦ One (1) sample of HVAC insulation / wrap.
Discussion of Results:
Vinyl floor tile in the basement was found to be asbestos containing. The vinyl tile that was identified as ACM is located in the canteen, the food storage room adjacent to the kitchen, the south end of the north / south corridor, the HVAC storage office, the HVAC shop, HVAC shop office, and the former bowling alley / storage area that adjoins the HVAC shop area.
Baseboard mastic or adhesive on vinyl baseboards in the museum storage area was found to contain trace (less than 1%) amounts of asbestos. The laboratory determined the asbestos to actually be contained in a white joint compound type material adhering to the baseboard mastic, rather than the mastic itself. Approximately 160 linear feet of this baseboard mastic is located in the museum storage area. A sample of wallboard material with joint compound sampled in the museum storage area did not recover any asbestos.
Materials containing less than 1% asbestos are not regulated by EPA. While these materials do not meet the definition of an asbestos containing material and are not regulated under EPA, disturbance of these materials could create potential exposure to asbestos fibers. Exposure to airborne asbestos fibers is regulated by OSHA as well as the state of Tennessee’s TOSHA.
The ACM floor tile in the canteen, food storage, HVAC shop and office areas, and south end of the north / south corridor are in good condition, with the tiles intact. The total
VA Medical Center Asbestos Survey Sample Results Page 3 of 3
VA Project No. 621-05-115 amount of ACM flooring in the basement is approximately 13,300 square feet. Refer to Table B: Summary of Asbestos Containing Materials, for a detailed list of the ACMs for this building.
