About this file
This document contains responses to contractor questions regarding a solicitation for renovations to Building 34 at the James H. Quillen VA Medical Center in Mountain Home, Tennessee.
The solicitation seeks to renovate Building 34 to correct facility condition assessment deficiencies. A contractor submitted 21 questions to clarify specifications, drawings, and other project details. The responses provide additional details on the scope of brick tuckpointing and replacement work required, clarify that lead abatement of all painted surfaces is not mandatory but contractors must comply with OSHA lead standards and contain dust migration, and explain that painted materials may be removed with lead paint intact but dust control measures are still needed. The questions and answers provide supplementary details to help contractors fully understand renovation requirements and prepare accurate bids for the solicitation.

However, there does not appear to be any direction on what lead painted items to abate or in what quantities. Please provide additional information so an apples-to-apples bid can be provided from all GC’s.
Zoe Typewritten Text Answered in previous RFI Lead abatement to remove all lead-containing paint is not required for this project. Based on previous testing all paints should be considered lead-containing and any disturbance to painted surfaces during the course of renovations should comply with the OSHA lead standard. Any of the Contractor activities that may generate leaded dust or impact a leaded surface shall be responsible for regulating their work area so that dust migration is contained properly within the regulated area. Once the work is complete, the Contractor shall be responsible for the proper clean up and disposal of leaded dust and materials. The goal is to provide a safe working environment minimizing exposure to lead-containing dusts.
