About this file
This is VA Notice of Limitations on Subcontracting form 852.219-75, a certification document for services and construction contracts dated January 2023. The form outlines subcontracting limitations for VA contracts, with specific thresholds: services contracts cannot subcontract more than 50% of the amount paid by the government to non-certified SDVOSBs/VOSBs, general construction contracts are limited to 85% subcontracting, and special trade construction contracts are capped at 75% subcontracting to non-certified firms.
The document includes certification requirements where offerors must formally acknowledge compliance with these limitations and agree to provide documentation proving compliance when requested by the VA. Non-compliance can result in referral to the VA Suspension and Debarment Committee, fines under the Small Business Act, and potential prosecution. The form requires the offeror's printed name, title, signature, date, and company information. The checkbox on the form indicates this particular contract is for general construction work.
