About this file

This is a Standard Form (SF) 1009 Sole Source Justification document for the Department of the Treasury's Bureau of Engraving and Printing (BEP). The document justifies a direct procurement of a Parvis Optimark tool from Parvis Systems and Services S.P.A, a small business, to measure the quality of Central Bank Counterfeit Deterrence Group (CBCDG) Banknote Detection System (BDS) printed features in current and future U.S. currency designs. The Optimark system is the only industrial measurement standard agreed upon by CBCDG and color copier manufacturers, with proprietary software that scans printed banknote images, detects SC-Marks, and analyzes print quality to ensure BDS features will be detected by color copiers in the field.

The sole source justification is based on the unique technical capabilities of Parvis Systems, which developed and owns the proprietary hardware, software, and algorithms specifically required for this acquisition. The procurement is critical for BEP's Quality Operations Office to conduct routine quality testing of BDS features in Next Gen and Catalyst Family Denominations, with the potential to lose time meeting agency and customer milestones if the equipment is not obtained. The document is processed under Federal Acquisition Regulation (FAR) 13.106-1(b) for acquisitions at or below the simplified acquisition threshold, with approvals required from both the Program Office and the Contracting Officer.

Other: Sole Source to Parvis Systems and Services S.P.A

4.b Supporting information and facts (i.e. the details surrounding the requirement that supports the selection made in 4.a).

This purchase order shall be issued under the Authority of FAR 13.106-1(b) only one source reasonably available.

This procurement for the Banknote Detection System (BDS) Checking System equipment is for quality assurance testing. The BDS Checking System was approved by the Federal Reserve Board for use at the BEP for quality assurance testing. The equipment was tested and validated to work offline in the Quality Operations labs. OQO has a requirement to conduct routine quality testing of the BDS feature in Next Gen and Catalyst Family Denominations. Without the equipment, verification of the BDS Security Feature will cease, and the agency will lose time meeting agency and customers’ milestones.

The system was initially developed at the request of the Central Bank Counterfeit Deterrence Group (CBCDG). The Optimark is a system conceived to detect and control the quality of the BDS Security Feature (Small Circles, SC-Marks) printed on security documents. BDS SC- Marks are detected in color copiers and will deter counterfeiting by blocking the print function or issuing a warning to the user. Optimark detects the presence of SC-Marks providing detailed geometric and densitometric measures of every element. Results are presented to the operator in several ways to allow analysis at different depth levels. Results and measures can also be exported in “csv” standard file formats and printable reports.

Treasury Standard Form – 1009 (Rev 10/18)

Prescribed by Treasury: DTAP 1013.106(b)

The equipment supports software that scans an image of printed banknotes and then detects and analyzes SC-Marks for proper print quality. BEP uses the detection and analysis results in data to conduct quality assurance testing of U.S. currency designs to assure BDS printed features will be detected by color copiers in the field. Another similar equipment will not work because the software is proprietary to Parvis Systems and Services S.P.A. Furthermore, the Parvis Optimark system is the only industrial measurement standard agreed upon by the CBCDG and color copier manufacturers to measure the quality of BDS printed features.
