About this file
This is a Questions and Answers (QA) document for Phase 2 of federal contract opportunity 70B01R26R00000018. The document addresses contractor inquiries regarding key personnel requirements, proposal submission format, and technical scope clarifications.
Regarding key personnel, the document confirms that one Program Manager may cover both the Yuma and El Centro sectors, while Project Engineer/Quality Control/Safety Managers must be separate individuals for each sector. A Senior Program Manager requires a minimum of 10 years combined experience as a Civil Engineer and/or Maintenance Program Manager, while other program managers and Project Engineers require at least 5 years of experience in program management and safety programs. An Analyst position requires 5 years minimum experience and must obtain Government clearance through a Background Investigation. For proposal submission, Key Personnel Resumes must be included in Factor 2 (Management Approach and Key Personnel Resumes) only, and the four-page length limit for each resume does not count toward the 15-page limit for that factor. Regarding the Sanchez Canal Bridge inspection and certification requirements, the government directs contractors to reference the notional work plan and provide their approach accordingly, without confirming specific requirements for Professional Engineer-stamped certification, load rating, or full structural analysis, nor committing to providing prior inspection reports or known structural deficiencies.

(DEVIATION 25-21), both Factor 2 (Management Approach and Key Personnel

• So far just 1 clarification since the documents were revised with amendment
0004. Specifically, we want to clarify the correct number of key personnel required as a sentence was removed from the key personnel section of the SOW in the amendment 0004 documents. See Previous answer.
• In the RFP, the requirement for key personnel resumes is specified under both Factor 2 and Factor 3.
• To ensure our submission meets all requirements and expectations, we respectfully request clarification on the following points:
1. For which Factor would you like the resumes to be included: Factor 2, Factor 3, or both? See previous answer.
2. Does the four-page length limit for the resumes count toward the 15-page limit for
Factor 2 or the 25-page limit for Factor 3, or is each resume considered separately?
The 4-page length of each resume does not count toward the 15-page limit.
• Request clarification regarding the inspection and certification requirements for the
Sanchez Canal Bridge to ensure accurate pricing and compliance:
1. Please confirm whether the inspection requires a Professional Engineer-stamped certification and whether the scope includes load rating and full structural analysis, and
2. Will the government provide prior inspection reports or known structural deficiencies to assist with planning and cost estimation.
See notional work plan and provide your approach accordingly
