About this file
This document contains a request for proposal for the operation and maintenance of the Hawthorne Army Depot from fiscal year 2021 through 2030. The Army Materiel Command Joint Munitions Command is seeking a contractor to operate and maintain the government-owned, contractor-operated Hawthorne Army Depot facility located in Hawthorne, Nevada. In addition to facility operations and maintenance, the contractor will be required to provide base support services such as safety, security, and demilitarization. The RFP utilizes a best value tradeoff source selection to award a single, firm-fixed price contract consisting of a base period and five one-year ordering periods, a three-year evaluated option with one-year ordering periods, and a two-year evaluated option with one-year ordering periods. Questions regarding the solicitation are due by January 6, 2020, with Industry Day events scheduled for January 14-15, 2020. The technical data packages applicable to demilitarization requirements were posted on July 12 and August 7, 2019 and are available only to firms registered with the US/Canada Joint Certification Program.

Q&A 10
| HWAD Q&A #10 | |||||
| Sequence # | Solicitation Area | Paragraph - Page | Reference | Question | Government Response |
| 1 | Amendment 0010 | Ordering Period MGQ | Section L | Amendment 10 clearly establishes that Ordering Period 1 runs from 1 January 2022 to 30 June 2022. However, on page 8, there is this language: "The IMP shall be submitted in either Microsoft (MS) Word or Adobe Portable Document Format (PDF); and the IMS shall be submitted in MS Project-like format with milestones and events for the ordering period 1 MGQ, with MGQ period of performance over a 12 month period of performance after contract performance start date." This page 8 text seems contradictory, given that if refers to "Ordering Period 1 MGQ", which can only be six months long if Ordering Period 1 is defined as 1 January 2022 to 30 June 2022. Can the Government please clarify the period of time the MGQ is addressing? | The period of performance for the MQG will be 12 months from 1 January 2022 - 31 December 2022. This period begins in ordering period 1 and ends in ordering period 2. In accordance with Section M, volume 4, Step one: The Government will calculate the Step One total evaluated price for Demil Order #1 Attachment 0018 by multiplying the proposed unit prices for each Demil type for Ordering Period One by their respective quantity, and summing these totals. These totals will be further summed to derive the Total Evaluated Price for Demil Order #1 Attachment 0018. |
