PNM-Visitor Center HASP Sampling 1 July 16, 2019

Re: Pullman National Monument Site Visitor Center Building Soil Sampling and Analysis Results
On June 12, 2019, DAI Environmental, Inc. (DAI) personnel collected soil samples from six (6) soil sampling locations within the former Pullman Administration Building. This building is being redeveloped into the Pullman National Monument’s Visitor Center and the sampling was conducted to support a construction worker Health and Safety Plan (HASP) that is being developed. The six (6) DAI soil sampling locations (HA-1 through HA-6) are identified in Figure 1. Included in Figure 1 is the one previous soil sampling and analysis location (boring 142, sampled by the Illinois Environmental Protection Agency, IEPA, or their contractor, in 2015). The soil samples collected by DAI were collected via hand auger from a depth range of approximately 0-2-ft below ground surface (bgs). After collection, DAI created one (1) composite soil sample by mixing equal quantities of soil from each soil sampling location. DAI additionally field-screened soil aliquots from each sampling location for volatile organic compounds (VOCs) using a Photoioinization Detector (PID). None of the soil samples exhibited detectable VOC concentrations (via PID). As such, no laboratory analysis for VOCs was requested of the laboratory. The composite soil sample and discrete soil samples from each of the sampling locations were submitted to both EMSL laboratory of Cinnaminson, New Jersey and STAT Analysis Corporation of Chicago, Illinois. EMSL analyzed the composite soil sample for Asbestos via ASTM Method D7521. STAT analyzed the composite soil sample for Target Compound List (TCL) Metals, Semivolatile Organic Compounds, pH, PCBs, and mercury speciation. Based on the SVOC results, STAT also analyzed the discrete samples from each of the sampling locations for polynuclear aromatic hydrocarbons (PAHs), which are a subset of the SVOCs. Copies of the analytical laboratory reports are attached.
EMSL reported no detectable asbestos in the composite soil sample. As such, there does not appear to be an asbestos exposure concern with respect to working in the soil during construction.

The results of chemical contaminant analysis reported by STAT are summarized in the attached data summary tables that compare the reported contaminant concentrations to the Illinois Environmental Protection Agency (IEPA) Tier 1 Soil Remediation Objectives (SROs) for Construction Worker Exposure. Included in the tables are the results obtained by the IEPA in 2015 for soil boring location 142 (RCRA Metals, pH and PAHs only). Review of the chemical analysis results indicate the following:
The composite soil sample exhibited no exceedances of the Tier 1 SROs for the Construction Worker exposure scenario except for naphthalene (see Table 2 for the reported SVOC results). Another PAH compound, benzo(a)pyrene, was reported in the composite sample at a concentration just below the SRO for Construction Worker ingestion. As such, DAI released the laboratory to analyze each of the discrete soil samples for PAHs, so as to determine how widespread the naphthalene and benzo(a)pyrene contamination was distributed. The results indicated only HA-1 contained elevated PAH concentrations, with both naphthalene and benzo(a)pyrene reported at concentrations exceeding the most stringent Construction Worker SRO in the HA-1 sample. As such, the data suggests that there is a potential construction worker exposure concern regarding naphthalene (inhalation) and benzo(a)pyrene (ingestion) in the soils. However, that concern may be localized to the HA-1 general area of the building interior (i.e. the northeast corner), as the other samples exhibited low or non-detectable naphthalene concentrations.
Also, the NPS should be aware that the IEPA Tier 1 SROs for benzo(a)pyrene are based on older toxicity data that was recently revised by the USEPA (2017) and that the listed SRO for construction worker ingestion (17-mg/Kg) in the IEPA TACO regulations is therefore out of date (and overly conservative). Using the new (2017) Carcinogenic Slope Factor for Oral Exposure of 1-(kg◦d/mg), and using the IEPA TACO Regulation default exposure factors for construction worker ingestion (Body Weight of 70-Kg, Averaging Time of 70-yr, Exposure Frequency of 250-d/yr, Exposure Duration of 1-yr, and a Soil Ingestion Rate of 480-mg/d), an updated SRO for construction worker ingestion for benzo(a)pyrene of 124-mg/Kg can be calculated. None of the reported benzo(a)pyrene concentrations exceeded (or even approached) this higher SRO, and as such, there may not, in fact, be a concern regarding soil ingestion by construction workers.
The “Semi-Mobile” mercury concentration exactly equaled the SRO for construction worker inhalation (0.1-mg/Kg). However, the analytical method used to estimate elemental mercury provides a concentration that includes other mercury species beyond the elemental form. As such, the reported concentration of 0.1-mg/Kg represents the maximum possible elemental mercury concentration, and the actual elemental mercury concentration is likely to be much lower than the SRO of 0.1-mg/Kg. Because that SRO was not exceeded, and because of the chemistry of mercury (i.e. it is unlikely that any significant fraction of elemental mercury would persist in the environment when exposed to soil), it is DAI’s opinion that there is not a mercury inhalation exposure risk associated with the soils for construction workers.
The metals that are often present at elevated concentrations at urban and industrial sites, namely arsenic and lead, were not reported at concentrations approaching or exceeding the SROs for construction worker exposure.
No PCBs were detected in the composite soil sample.
