Pullman Visitor Center and Administration Building Stabilization Responses to Offerers Questions 10/25/2019

No. Date of Question

Question Response Response Issued

9/23/2019 Transoms of this size cannot be provided without vertical mullion, deadload of glass on horizontal is about 475 lbs., not sure if this is feasible.

Extrusions detailed appear to be low profile with no clear specification back-up other than CR Laurence or others as listed. Please advise.

Attached please find the following revised documents:

ꞏ Sheet A2.4B – changes bubbled

ꞏ Sheet A6.4 – changes bubbled

ꞏ Section 084413 – this should replace the previous section 084113 Aluminum Framed Entrances and Storefronts.

10/25/2019

9/24/2019 While there is irrigation called out on the plans, there is no direction as to acceptable products or manufacturers. I would like to verify that Rain Bird is an acceptable manufacturer for the project.

Could you confirm that Rain Bird is an acceptable manufacturer?

There is no irrigation on this project. 10/1/2019

9/25/2019 Robbins Lightning, Inc. received this project today and we are not listed as an Approved Lightning Protection Manufacturer. I have attached an approval letter about our company. Our websites are listed in the letter where you may view our products and services. We would like to be listed as an Approved Lightning Protection Manufacturer on this project and future projects.

Section 21 41 13 should be deleted from the project manual. It seems to have been inadvertently included from a very early design submission. The current Table of Contents is correct as it does not include that section.

There is no lightning protection scope of work in this project beyond protection of the existing.

10/4/2019 Product substiution request, the Tormax TX1201, request to be approved as an “equal” in Section 087113 Automatic Door Operators. As the attached literature and specifications confirm, this product meets/exceeds all project requirements:

UL325

BHMA A.156.19

Rated for door leafs up to 550lbs Programmable to overcome wind conditions and stack pressure Additional safety features are standard, such as “reverse on obstruction” in both opening and closing

Tormax product meets the performance requirements of the specifications. Additionally though, the door operators in this project have to be fully compatible to operate with the all-glass entrance doors – thus the product should be coordinated with the GC and their entrance door manufactuer.

10/25/2019

10/8/2019 Would like to submit two Approved equal/Substitution requests.

The first request is for the hand dryers with our model; The Speedflow Plus, which includes a HEPA filter media to trap allergens and is also surface-mounted ADA compliant. The second request we are submitting is for the baby changing station with our model: the Babymedi. The Babymedi is ADA Compliant and includes a Biocote antimicrobial additive embedded onto its surface. Please note, our Speedflow Plus and Babymedi are more cost-effective to what is specified. Would you please consider it and advise?

Both of these products: Speedflow Plus (hand dryer) and Babymedi (diaper changing station) appear to meet or exceed the performance requirements of the specifications. They are acceptable equal products.

Pullman Visitor Center and Administration Building Stabilization Responses to Offerers Questions 10/25/2019

10/9/2019 Product substitution request:

The Lapolla 4G is a high lift, high yield and low v.o.c. foam. It has a 1 hour re-entry for trades and a 2 hour re-occupancy for homeowners with 10 ACHs. This foam is also Green Guard Gold Certified.

This product appears to meet/exceed the performance requirements. It is compliant with the specifications and equal to the named manufacturers. However, it is not immediately clear from the available product data if their proprietary ignition barrier product can be tinted black. If it can, than it seems to meet the design requirements as well. If it con not, it does not meet the design requirements.

10/10/2019 In regards to the fire alarm system. I saw that there was an existing EST Fire Alarm system existing. The specifications do not list a manufacture of the new Fire Alarm System. Can I propose/quote a Notifier System? Or do you need an EST fire alarm system?

Refer to specification 264001 section 1.5.B for acceptable manufacturers. Notifier by Honeywell is listed in acceptable manufacturer list. Follow book one front end specifications for substitution requests.

10/25/2019

10/3/2019 Clarification request:.

There is an existing zoned fire detection system in the NPS admin building that covers our structure as well as the state owned north wing. The panel is in the same location as the proposed new FACP.

The construction documents do not seem to acknowledge its existence nor the need for removal. There are general notes on sheets E 3.2 and E3.3 that talk about connecting existing devices, but that note does not exist on sheet E3.1. This could potentially be a problem as the way I'm reading now we could be inadvertently demo'ing the state's fire alarm system for the north wing with no provision to reconnect.

Is this something that was overlooked, or did I miss something noted elsewhere in the documents?

Existing Fire Alarm Annunicator Panel found at entrance to Visitor Center / Administration building will be removed, modified, and relocated to North Factory Wing first responder entrance. Refer to re-issued drawing ED1.0.

Existing fire alarm control panel for North Factory Wing, bays, is to remain in main electrical room 108 in North Factory Wing. Existing notification and detection devices found within administration building shall be disconnected from existing FA system and connected to new FACP dedicated to just visitor center. Refer to ED and E3 series drawings.

Pullman Visitor Center and Administration Building Stabilization Responses to Offerers Questions 10/25/2019

10/15/2019 I wanted to follow up from my calls and touch base with you regarding the design of this project. I want to make sure that you are getting the most out of the design at the best value. The two possible issues that I see are as follows:

1 - The appliance that you have requested (PN VMA-AS3-24P18-NA - this is the updated version of the AS2) will not provide the days of retention and does not have sufficient throughput for the cameras that you are requesting. You would only get 19 days and 7 hours of storage at only 10FPS. (See calculation below)

2 - You have 8 180 deg. multi-head cameras at the 4 corners of the building. As we are more than willing to provide the cameras that you have requested, I have to let you know that there is a cheaper and simpler way to achieve the same amount of coverage. In addition to the 180 deg configuration, our multi-head cameras can be set to a 270 deg configuration. That would eliminate having 8 cameras at the corners of the building and cut that down to 3. And the one at the NE corner could remain a 180 deg. (See current camera locations below).

If eliminating the additional multi-sensor cameras from the design you would get the same coverage and still be able to use the appliance that you used on the spec. (See adjusted calculation below)

Please let me know how you would like me to proceed and I will get the information to the integrators that are bidding on this opportunity.

And please feel free to contact me with any questions or concerns.

270 degree cameras are acceptable. Subject to approval via the submittal process after contract award.

1. In the video surveillance section> 2.3: add the wording that the cameras must be compatible with the milestone recording system.

2: In the video surveillance section> 2.8: REMOVE manufacture and storage information and insert that NPS will supply the required power over ethernet switch and the Network Video Recorder.

Please find attached reissued drawings T0.1, T1.0, T1.1, T4.0, T5.0, T6.0, T7.1 and resissued specification 232000 Video Survelliance

10/15/2019 The specs do not call out for any acceptable controls contractor for the Pullman National Monument project. I would like to know if there are any preferred temperature controls contractor for this project.

The specs call out products and performance, and do not indicate contractors or installers.

That would be up to the bidding GCs to determine who they believe can meet the requirements of the documents.

Please let me know.

Please see the drawings in the D1 appendix (the Stabilization Drawings), Sheet’s A6.1 – A6.6. The roofing system shown in these details is the only one that is installed.

10/18/2019 1. Just to confirm: Proposals Must be hard copied and mailed/messengered?

2. This bid is for only work covered in “Final” drawings. All other included drawings are for record/reference only?

3. There are only fire dampers shown at deck penetrations at the first floor.

4. Can we get confirmation that there will not need to be fire dampers at all deck penetrations and/or other fire rated walls on the plans?

5. I am not finding any spec sections for the controls. We will need that (typ. 23 09 23)

6. Also - need to know who the acceptable controls contractors are to get controls pricing.

The expectation of masonry cleaning for this project is ONLY to gently remove existing biological growth on the north elevation, and provide a detergent cleaning of the masonry as a whole. A specific masonry cleaning program with chemical based cleaning products is not intended. It is understood and expected that the building will retain some of the patina of its age.

Substitutions to the specific cleaning products specified would be considered through the standard substitution procedure based on equivalent performance and/or benefit to the Government.

2. Sheet A2.4A – Gen. Note 2. – Please confirm typical water spray methods for cleaning masonry will be allowed when cleaning the interior masonry walls.

Any methods proposed are subject to approval via the pre-cleaning test procedure as described in 0401020/1.4/C
