E. VOLUME II, BUSINESS AND PRICE PROPOSAL – FORMAT, ORGANIZATION,
CONTENTS
1. FORMAT: Submit (1) hard copy and (1) one electronic copy.
2. ORGANIZATION: Include a Table of Contents with tabs for hard copy formats and folders and files for electronic formats named as follows:

SUBCONTRACTING PLAN (only required for large businesses)
3. CONTENTS:
SF1442: Standard Form 1442, Solicitation, Offer, and Award, (Construction, Alteration, or Repair): Complete blocks 14 through 20C only. An official having the authority to contractually bind the offeror's company must sign the SF 1442 in accordance with the procedures prescribed in FAR 4.102.
AMENDMENTS: Acknowledge all solicitation amendments using one of the methods set forth in Block 11 of Standard Form 30.
SECTION B CONTRACT PRICE SCHEDULE: Enter the proposed dollar amount for each line item in the Price Schedule, including any optional items, if applicable.
Also provide a separate Schedule of Values (SOV) for each line item in the Section B
Contract Price Schedule. Each SOV shall show the line item price broken down by major work components.
SF 24 BID BOND: Submit Standard Form 24, Bid Bond duly executed between the offeror and the bonding company. Refer to clause 52.228-1.
SECTION K REPRESENTATIONS AND CERTIFICATIONS: Submit a completed copy of provision 52.204-8 shown in section “K” of this solicitation. Complete all required representations and certifications if they are not available at www.SAM.gov.
Your firm must maintain current, active registration at www.SAM.gov to be eligible for award and you are encouraged to complete SAM registration before submitting your offer.

GENERAL REFERENCES: Complete and submit the attached "General
References," form. Information will be used in determining Responsibility pursuant to FAR 9.103.
SMALL BUSINESS SUBCONTRACTING PLAN: Small business offerors are not required to submit a subcontracting plan; however, large business offerors shall complete and submit the attached Subcontracting Plan Form in response to the requirements of clause 52.219-9.
The NPS subcontracting goals for Fiscal Year 2019 are: Small Businesses (43%), Small Disadvantaged Businesses (5%), Women-Owned Businesses (5%), HUBZone
(3%), and Service Disabled Veteran-Owned Businesses (3%).
Subcontracting plans that contain goals less than the NPS goals shall include rationale as to why the above goals cannot be met.
SMALL BUSINESS PATICIPATION PLAN: All offerors, both Small and Large business concerns, are required to submit a Small Business (SB) Participation Plan.
The offeror shall propose the level of participation of SB concerns (as a SB prime and/or no lower than first-tier SB subcontractors) that GUARANTEES A
MINIMUM OF 20 PERCENT OF THE TOTAL CONTRACT VALUE WILL
GO TO SMALL BUSINESSES in performance of the acquisition. Participation in performance of the contract includes joint ventures, teaming arrangements, and subcontracts. Note: Small business offerors may include the work performed by its own company toward the Small Business Participation Plan.
At a minimum, the Small Business Participation Plan must address the elements listed below (paragraphs a thru d).
A. Principal Types of Subcontracted Supplies or Services: List the supplies and/or services to be subcontracted and the corresponding socio-economic status of the businesses projected to receive these subcontracts. Complete the spreadsheet included in the Proposal
Submission Package. Also, explain and provide supporting documentation regarding the level of SB commitments to use SB concerns (for example, what types of commitments, if any, are in place for this specific acquisition as a SB prime and/or written contract, verbal, enforceable, non-enforceable, joint venturing, mentor-protégé, etc.
B. Subcontracted Value: Provide the anticipated amounts and percentages in terms of total projected subcontracting dollars for each of the following Small Business (SB) socio-economic categories: Small
Business (SB), HubZone (HZ), Small Disadvantaged Business (SDB), Woman-Owned (WO), Veteran- Owned (VO), and Service-Disabled
Veteran-Owned (SDVO). The 20 Percent Requirement is based on the products and services to be subcontracted by the prime contractor
(including affiliates). This Requirement is to be identified at only the first tier subcontract level (i.e. not what your subcontractors may be further subcontracting). Complete the spreadsheet included in the
Proposal Submission Package.
C. Method of Identifying Sources: Describe the methods used to identify subcontracting sources. Explain the verification process used to assess the appropriate SB socio-economic status and how the capabilities of the SB concern were determined.
Equitable Opportunity: Describe efforts the offeror will make to assure each of the socio-economic categories have an equitable opportunity to compete for subcontracts. Examples include: Assisting small business concerns, providing counseling, participating in outreach programs, advertising, presenting workshops/seminars, establishing source list, attending small business conferences and trade fairs.
