About this file
This is a Solicitation Questions and Answers document for the Arizona Department of Transportation (ADOT) issued under Solicitation No. BPM007111 for Vehicle Glass Replacement, Repair, Tinting and Accessories. The procurement officer is Patrick Breazeale. The solicitation sought proposals for contractor facility repair services, mobile repair services, and tinting services across three categories. A pre-offer meeting was held prior to the October 17, 2025, at 3:00 PM bid submission deadline. Attendance at the pre-offer meeting was voluntary and not required for bid submission. The contract term is initially twelve months with potential extensions up to forty-eight months total, covering all Arizona state departments, agencies, boards, universities, political subdivisions, and eligible nonprofit educational or public health institutions. Based on the pricing sheet estimates, the anticipated workload is approximately 2,110 total hours for both shop and mobile services combined, translating to between 1,050 and 2,100 replacements annually.
Key operational requirements include the ability to offer both in-shop and mobile services with mutually agreed-upon response times negotiated between the agency and contractor. Vendors must provide pricing for both shop and mobile tinting services and must be prepared to handle windshield replacement including all necessary materials, labor, and associated work such as safety camera calibration, with pricing submitted after applicable NAGS discounts. An administrative fee of 1.5% applies to contract sales, increasing to 2% effective January 1, 2025, and contractors are required to submit quarterly usage reports. While specific vehicle inventory lists cannot be provided due to the constantly changing state fleet composition, bidders must be capable of serving all makes and models. Previous solicitation documents are available in the APP system for reference. Contractors must maintain appropriate insurance coverage and comply with ANSI and ARGSS technical standards.
