DHS CWMD Mobile Detection Deployment Program (MDDP) RFI
The Department of Homeland Security's Countering Weapons of Mass Destruction (CWMD) Office is seeking deployable field management and scientific support services for its Mobile Detection Deployment Program (MDDP). The RFI targets engineering services providers with capabilities in chemical, biological, radiological, and nuclear (CBRN) detection operations. Interested vendors must submit comprehensive capability statements by March 7, 2025, at noon ET, including company information, UEI number, socio-economic status, and relevant contract vehicles. The government is specifically interested in understanding industry teaming arrangements and recruitment strategies for qualified personnel who can support MDDP operations across seven regional locations. Potential contractors should be prepared to provide technical support staff including Project Managers, Technical Support Specialists, and Training/Equipment Coordinators who can obtain DHS Suitability and Secret-level clearances.
The pre-solicitation notice indicates no specific set-aside designations and does not reference incumbent contractors. The proposed contract will have a base period from July 2, 2025, through March 1, 2026, with five potential option periods extending through January 4, 2031. Personnel requirements include significant travel (50-75% of time), flexible scheduling including nights/weekends/holidays, and obtaining Commercial Driver's Licenses within three months of contract award. Contractors must also establish a logistics hub for equipment maintenance, manage hazardous materials shipping, and potentially obtain nuclear materials licensing. While no specific award value is mentioned, the comprehensive requirements suggest a complex, multi-year contract with significant operational and personnel management expectations for the selected vendor.

2/5/25, 3:35 PM COCO Intelligence, Surveillance, and Reconnaissance (ISR) Services
Paragraph 1:
The United States Special Operations Command (USSOCOM) and Marine Special Operations Command (MARSOC) are issuing this Request for Information (RFI) as part of a market survey for contractor-owned/contractor-operated (COCO) intelligence, surveillance, and reconnaissance (ISR) services. The RFI seeks to identify contractors capable of providing reliable delivery of sensor data to support DoD combat and contingency operational requirements. Key requirements include a minimum of 30 hours of endurance, 400 nautical mile operational range, 10 hours of on-station time, and advanced sensor capabilities. Interested vendors are requested to submit a capability statement package demonstrating their ability to meet the specified performance parameters within 30 calendar days.
Paragraph 2:
This opportunity is not set aside for any specific business category. The government may utilize contractor consultants/advisors to assist with the RFI execution and will take necessary actions to avoid conflicts of interest. While no contract award is guaranteed based on this RFI, the resulting contract will require a minimum of Secret level security clearances for all contractor personnel, with the potential for higher-level clearance access. The government does not intend to pay for the information requested or return any submissions.

8/8/24, 8:35 AM MTUAS MQ-27 series and ScanEagle Block E UAS systems.
SOURCES SOUGHT NOTICE: Naval Air Warcraft Center Aircraft Division is seeking eligible contractors to furnish effort including labor, material, and facilities as may be required to support and manufacture the items as specified within this document. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Government intends to solicit for the procurement of: Support for the MTUAS Government Program Manager Engineering and test efforts on the MTUAS MQ-27 series and ScanEagle Block E UAS systems. The MTUAS program achieved ATO for MQ-27 27 JAN 2020 and anticipates achieving F&DR and declaration of FOC in Q2 of FY21. A recent MTUAS CDD revision has resulted in the need to seek a new air vehicle solution. Current timeline anticipates the new solution identified Q4 FY21; IOC reached Q4 FY22; and FOC declared end of FY26. Concurrent with this plan, the current air vehicle solution will sunset, once the new solution reaches FOC. Until sunset, MTUAS must maintain innovational operational capability on the MQ-27 air vehicle.
The government does not possess (or cannot provide) the data necessary to perform the required continued support and development of performance improving modifications, inclusive of new technology and technological improvements, and operational and maintenance training on use of these technologies, repairs or manufacture of the item. The contractor must also review or analyze Government-designed aircraft components or payload integrations, meaning the contractor must not only possess technical data rights, but own mock or lab aircraft, maintain integration, installation and test facilities, and engage technical subject matter experts, knowledgeable of the platform technical data, including design, interfaces, hardware, software configurations, and integration. Applicable platforms are Insitu Special Operations Forces (SOF) specific platforms or variants, originating from supporting the MTUAS platform, SOF-Peculiar (SOF-P) variants of RQ-21 and other SOF-P variants of Insitu systems.
Theaters of operation and enemy forces are constantly changing and maturing, and MTUAS cannot allow any disruption or termination of upgrading and modifying the current solution to meet new threats when identified. The Government seeks to maintain continuity with the current OEM as the most efficient, practiced, proficient and cost effective means of maintaining the system functionality, integrity, maturity and competency while responding to evolutionary, emerging, expanding and competitive adversarial threats.
All responsible sources may identify their interest and provide capability statements in response to this notice. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this sources sought notice will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Source Approval is required. NAWCAD will not delay award while Source Approval is pending. The time required for approval of a new source is normally such that an award cannot be delayed pending approval of a new source.
