COPIER LEASE FOR CHEMAWA INDIAN SCHOOL

THIS IS A Sources Sought Notice ONLY. The U.S. Government desires to procure an Emergency Notification System on a small business set-aside basis, provided 2 or more qualified small businesses respond to this sources sought synopsis with information sufficient to support a set-aside. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. We encourage all small business concerns, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), to identify their capabilities in meeting the requirement at a fair market price.

A need is anticipated for the Emergency Notification System service. Attached is a DRAFT of the Statement of Work (SOW) Emergency Notification System Support services. Upon evaluation of the capability statements, if it is determined that this requirement will be an unrestricted competition, the Government intends to evaluate the Small-Business responses and conduct further market research to identify a subcontracting goal.
Contract Type: The Government will award a Firm Fixed contract.
SALIENT CHARACTERISTICS FOR EMERGENCY NOTIFICATION SYSTEM:
1. Notifications to be sent out using a unique sequential approach based on a preādetermined order.
2. System must be able to send geographic notifications based on both contact information contained in an R911 database and also contact information provided by the message recipient through an opt-in member registration portal
3. Provide notifications using automated voice to text conversion
4. Provide notifications using automated text to voice conversion
5. Provide prioritized, sequential emergency and standard calling of contacts
6. Share broadcasts with other local organizations across industry such as: local government, utilities, hospitals, corporations
7. True Short Message Service (SMS) message delivery
8. Offers both Short Message Peer to Peer (SMPP) and Simple Mail Transfer Protocol (SMTP) and Short Message Service (SMS)/text messaging and two-way SMS messaging that enables the recipient to confirm or reply to a survey/polling message.
9. Dedicated mobile recipient application designed to support two-way conversations and allow mobile users to send in messages containing text, pictures, videos and geographic locations
10. Offers a Learning Management System dedicated to emergency notification training
11. Deliver threat assessment intelligence from NC4 Risk Center alongside multi-modal mass notification capabilities
Security Requirements:
1. AT Level I training. This standard language is for contractor employees with an area of performance within an Army controlled installation, facility or area. All contractor employees, to include subcontractor employees, requiring access Army installations, facilities and controlled access areas shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable and annually thereafter. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the COR or to the contracting officer, if a COR is not assigned, within 05 calendar days after completion of training by all employees and subcontractor personnel. 2. For contractors that do not require CAC, but require access to a DoD facility or installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
In response to this sources sought, please provide:
1. Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code. 3. Identify what percentage of work will be performed by the small business prime contractor and all similarly situated entity subcontractors. Note: In accordance with FAR 52.219-14 Limitations on Subcontracting (DEVIATION 2020-O0008) “Similarly situated entity” means a first-tier subcontractor, including an independent contractor, that has the same small business program status as that which qualified the prime contractor for the award and that is considered small for the NAICS code the prime contractor assigned to the subcontract the subcontractor will perform.
