School Meals Operations Study, School Year 2022-2023
The U.S. Department of Agriculture (USDA), Food and Nutrition Service (FNS), has issued a Special Notice for a sole-source task order to continue research services under an existing contract for the School Meals Operations Study. The study aims to analyze administrative data, prepare data tables and files, submit survey data, prepare a summary of findings, and complete project management activities related to the research.
The purpose of this Special Notice is to inform interested parties of the government's intent to award a sole-source task order to Mathematica, Inc. to continue the work on this study. The government has determined that Mathematica's specialized study protocols, materials, and knowledge make them the best option to conduct these continued research services. Interested parties are invited to submit capability statements and past performance information by June 04, 2024, although the government reserves the right to award the task order without further notice. The research services are set aside for 8(a) small businesses, and the NAICS code is 541611 (Administrative Management and General Management Consulting Services) with a PSC code of AF11-P (Education, Training, Employment, & Social Svcs R&D Svcs; Education Svcs R&D; Basic Research).

The United States Army Military Police School (USAMPS), Maneuver Support Center of Excellence (MSCOE) at Fort Leonard Wood, Missouri requires support to instruct an overview and instruction pertaining to problematic sexual behaviors in children.

Accordingly, the U.S. Government highly encourages all interested businesses (large and small) to respond to this sources sought synopsis. In addition, small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), must describe their identifying capabilities in meeting the requirements at a fair market price, i.e., information which may help support a set-aside.
The purpose of this notice is to gain knowledge of interest, capabilities and qualifications of various members of the Small Business Community to include Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Women-Owned Small Business, and Service- Disabled Veteran-Owned Small Business (SDVOSB), as well as the interest, capabilities and qualifications of various members of the Large Business community, to compete and perform a Firm Fixed Price Contract to service these items.

The Department of Education (ED) and the Institute of Education Sciences (IES) anticipate releasing a 2025 Small Business Innovation Research (SBIR) Direct to Phase II solicitation on or around November 8, 2025. The program provides awards of $1,000,000 over 2 years to eligible small businesses for the research, development, and evaluation of new, commercially viable education technology products. The projects must focus on advancing existing researcher-developed, evidence-based innovations to ready them for use at scale and plan for commercialization. Proposals to advance education technology projects originated by small businesses are not eligible. The submission deadline for proposals will be in early January 2025, approximately 60 days after the solicitation release. This is a highly competitive program, with historically around 10% of proposals resulting in a Direct to Phase II award.
The procurement will be set aside for small businesses. There are no details provided about potential incumbents or current contractors. The total budget for the program is not specified, but the individual award amount is $1,000,000. The solicitation is part of a suite of three 2025 ED/IES SBIR solicitations being released on the same day, including a Phase IA program for novel education technology prototypes and a Phase IB program for new components to be integrated with existing, research-based education technology products.

The U.S. Department of Education (Department) anticipates the release of the 2021 Small Business Innovation Research Program (SBIR) Phase I solicitation on or about December 1, 2020.
The purpose of the SBIR program is to stimulate technological innovation in the private sector, strengthen the role of small business in meeting Department research and development needs, increase the commercial potential of Department-supported research results, and improve the return on investment from Federally-funded research for economic and social benefits to the Nation.
Phase I is to determine, insofar as possible, the scientific or technical merit of ideas submitted under the SBIR program. The proposal should concentrate on Research/Research & Development (R/R&D) that will establish the feasibility of the technological approach, a prerequisite for further Department support in Phase II. Awards are for periods up to 8-months in amounts up to $200,000.
Firms with strong R/R&D capabilities in education technology products, for use in standard education, in the priority areas listed are encouraged to participate. The 2021 priority areas consist of either:
1. Products that apply emerging technologies to support student learning and relevant education outcomes; or
2. Products to modernize assessment and support student learning and relevant education outcomes; or
3. Products used by educators or administrators to inform decision making; or
4. Products to prepare existing evidence-based interventions to be used at scale in education settings; or
5. Products for informal learning to reverse learning loss for the lowest performing students.
Products must fall in one of these priority areas (not all).
