About this opportunity

The Department of the Air Force Materiel Command Installation and Mission Support Center is seeking an online trade skills simulation platform to expand educational resources for DODL Libraries patrons. The procurement targets comprehensive 3D and virtual reality simulation content covering HVAC, Solar, Electrical, Plumbing, Construction, Safety, Commercial HVAC, and Appliance Repair courses. Key requirements include multi-platform accessibility via PC, tablets, and VR devices, custom learning paths, scaffolding approach to simulations, and technical services including SSO integration and VR setup. The platform must interface with all four service branch libraries and Military OneSource websites using industry-standard authentication methods, maintain TLS 1.3 security protocols, and provide detailed usage statistics by service branch. Responses to this pre-solicitation notice are due by July 30, 2025, at 3:00 PM CDT, with the government considering responses within 15 days to determine whether to proceed with full and open competition or small business set-aside procurement.

This opportunity carries no set-aside designation currently, though the government may consider a small business set-aside based on received responses, which would invoke FAR 52.219-14 Limitation on Subcontracting requirements. The notice specifically references Interplay Learning's SkillMill platform as an example of the desired capabilities but emphasizes that this is not intended as a brand name procurement and encourages alternative solutions. No specific contract value or budget range is disclosed in the pre-solicitation notice. Respondents must identify their business size classification under the applicable NAICS code 5131 for Newspaper, Periodical, Book, and Directory Publishers, along with any relevant socioeconomic certifications. The government reserves the right to contact responding parties for clarification and emphasizes that submission of capability information is voluntary with no reimbursement for response costs. All inquiries and responses should be directed to SSgt Madelyn Williams via email, and submitted information must remain unclassified.
