About this opportunity
The United States Air Force is conducting market research through this Sources Sought Notice to identify potential suppliers for a comprehensive military news and information subscription service for Department of Defense Libraries. The service must provide web-based access to current and archived military, government, and defense news from over 40 key sources including Air Force Times, Army Times, Navy Times, and Marine Corps Times, with content from more than 200 military publications serving millions of active duty, reserve, and retired military personnel worldwide. Key technical requirements include industry-standard authentication methods for all four service branches, Transport Layer Security (TLS) 1.3, HTTP Strict Transport Security (HSTS), and the ability to generate usage statistics by military branch. Potential contractors must provide comprehensive capabilities statements, company identification information including CAGE codes or UEI numbers, and demonstrate how their alternative products meet the specified characteristics. The government will evaluate responses based on the ability to meet 15 detailed product characteristics and technical specifications, with responses due to Courtney Perry at courtney.perry.5@us.af.mil no later than July 30, 2025, at 4:00 PM CDT.
This procurement does not currently designate any set-aside categories, though the Air Force indicates it may consider a small business set-aside based on market research responses, which would be subject to FAR 52.219-14 Limitation on Subcontracting requirements. The notice does not identify any incumbent contractors or current service providers, emphasizing that responses should not focus on specific brand name products but rather demonstrate how alternative solutions meet the government's needs. No budget ranges or award values are disclosed in this market research phase, though the Air Force anticipates structuring the procurement as a FY25 base effort with two one-year options. The projected performance period spans three years from September 1, 2025, through August 31, 2028, with the base year running from September 1, 2025, to August 31, 2026, followed by two option years. The procurement falls under NAICS code 513110 (Newspaper Publishers) with a size standard of 1,000 employees, and responses will be considered for 14 days following the notice issuance to determine whether to proceed with full competition.
