About this opportunity

The United States Air Force has issued a Notice of Intent to Award a sole source contract to ProQuest LLC for the Ancestry Library Edition subscription service for Department of Defense libraries. The contract will be awarded under simplified acquisition procedures with a firm-fixed-price structure, covering a base performance period from September 30, 2025 through September 29, 2026. The Air Force intends to include three one-year option periods that could extend the contract through September 29, 2029, with a total estimated value of $879,669.65. The contracting activity is the 773rd Enterprise Sourcing Squadron, and the award is expected to occur on or about September 25, 2025. This procurement falls under NAICS code 519210 for Libraries and Archives with a size standard of 1,000 employees.

The sole source justification is based on ProQuest's exclusive legal copyrights and unique capabilities to provide comprehensive genealogical research resources to military personnel, scholars, and DoD staff across all four service branches. The Ancestry Library Edition must interface with service branch libraries and Military OneSource websites using industry-standard authentication methods, provide genealogical tools including charts and research forms, and maintain a collection where 80% of content is owned rather than sourced from third parties. Technical requirements include RSA 2048-bit security certificates, Transport Layer Security 1.3, and access to billions of historical records including U.S. Census data, military service records, and international records from over 60 countries. Any interested parties who believe they can meet the specified requirements have until September 27, 2025 to respond, though the Air Force has determined that no other vendor possesses the necessary exclusive content and capabilities to fulfill the DoD Library Consortium's requirements.
