About this opportunity

The Department of Education Contracts and Acquisition Management is soliciting proposals for the Small Business Innovation Research (SBIR) Direct to Phase II program to develop education technology products based on existing evidence-based innovations originally created by academic researchers or non-profit education research organizations. Eligible small businesses must propose projects that ready these innovations for scale and commercialization, with a focus on early childhood learning, English language arts, civics education, STEM, social-behavioral skills, the arts, and technical career readiness for students from pre-K through Grade 16 or adult education. Proposals will be evaluated on five criteria: significance of the problem and proposed solution (30 points), evidence base for the existing innovation (20 points), R&D work plan and feasibility (20 points), commercialization plan and competitive advantage (20 points), and project team qualifications and budget appropriateness (10 points). The proposal submission deadline is June 29, 2026, at 2:00 p.m. Eastern Time, with award decisions anticipated by September 28, 2026, and contract performance beginning October 5, 2026.

This solicitation is set aside exclusively for small businesses, with anticipated awards of $1,000,000 firm-fixed-price contracts over two years, with up to three total awards expected. The small business prime contractor must perform at least 50 percent of the work ($500,000 minimum), with subcontracting limited to a maximum of 50 percent ($500,000). All work must be conducted by U.S. citizens or green card holders located within the United States, and project team members require security vetting and potential data security clearance. Proposals must include a 15-page maximum project narrative, supporting documentation, and a three-minute maximum video demonstration, with place of performance in Washington, DC 20202. At least one researcher who originally conceptualized and developed the innovation must be part of the proposed project team as an employee or consultant.
