About this opportunity

The Department of the Air Force Materiel Command Installation and Mission Support Center Installation Contracting Agency has awarded a sole source contract to ProQuest LLC for the ProQuest Ancestry Library Edition, a comprehensive genealogical research platform serving DoD Libraries. The contract is valued at $879,669.65 and covers a 12-month base period with three one-year option periods, running from September 30, 2025, to September 29, 2029, for a total potential duration of four years. The platform provides access to extensive historical records including U.S. Census data, military service records, immigration files, Holocaust-related documents, and digitized historical newspapers, along with genealogical tools such as charts, research forms, and tutorials. The service will interface with all four service branch libraries and Military OneSource websites, providing authentication methods for eligible patrons to access resources from internet-connected devices, with the requirement that 80% of content must be owned by the contractor rather than sourced from third-party vendors.

Ancestry Library Edition for DoD Libraries is innovative information content and technologies increase the productivity of students, scholars, professionals and the libraries that serve them. Ancestry is a highly respected genealogical resource that is exclusively distributed to libraries by ProQuest. Ancestry Library Edition is the largest online family history resource available. The collection is the largest, most-popular, and best-known genealogical website.

Product characteristics an equal item must meet to be considered:

- Shall work with the contract POC to establish authentication methods to provide optimal accessibility for all eligible patrons. 

- Shall be able to interface with all 4 service branch libraries and Military OneSource websites using industry standard authentication methods to ensure only eligible patrons can access resources from any internet connected computer browsers and mobile devices.

- Shall provide genealogical tools such as charts, summaries, calendars, black research forms and message boards with in-depth tutorials, videos, how to wiki and online research support.

- Shall add new content and/or updates on an ongoing basis, 80% of content must be owned and not from third party vendors.

- Shall include Special U.S. Census Records Collection, with indexed images, 1860 U.S. Federal Census - Slave Schedules, Indian Census Rolls, 1885-1940, Selected Non-Population Schedules, 1850-1880,U.S. Special Census on Deaf Family Marriages and Hearing Relatives, 1888-1895,U.S. City Directories Collection (1821-1989) with indexed images, 1.5M records, U.S. Probate and Wills Collection (mid-1800s-2008) with indexed images, 232Mrecords, Africa, Asia & Europe Passenger Lists of Displaced Persons (1946-1971),with indexed images, 1.7M million records, Europe, Registration of Foreigners& German Individuals Persecuted (1930-1947) with indexed images, 10M records, U.S. Navy Muster Rolls (1940-1963) with indexed images, 2.4M records, U.S. Federal Census: 1880 Schedules of Defective, Dependent, and Delinquent Classes

- Shall provide searchable obituaries for millions of pages of historical newspapers with the name index and important metadata

- Shall have several billion records, several million family trees, a robust US Census & immigration resource, every-name indexes for 1790-1940, military records, holocaust related records, international records for the 60+ countries (including U.K., Canada & other areas).

- Website certificates should be RSA2048-bits (SHA256withRSA)

- Must have HTTP Strict Transport Security (HSTS) with long duration deployed on the servers to mitigate/prevent man-in-the-middle attacks

- Must be able to supply or allow retrieval of database usage statistics by Branch of Service (Air Force, Army, Marine Corps, Military OneSource/Other, and Navy)

- Security between the Website and server must be Transport Layer Security (TLS) 1.3
