About this opportunity
The Department of State's U.S. Embassy Cotonou has issued a Special Notice of Intent to sole source a contract to AFRIQUE CONSEIL for Career Transition and Outplacement Services for USAID Local Employee (LE) Staff. The notice, posted on May 6, 2025, with a response deadline of May 15, 2025, indicates the government's plan to award a 90-day contract under NAICS code 611430 for professional and management development training services. The contract will be awarded under Federal Acquisition Regulation (FAR) 13.106-(b)(1) and 41 USC 253(c)(1), with the justification that AFRIQUE CONSEIL is the only responsible source capable of satisfying the agency's specific requirements. The services will be provided in Cotonou, Benin, and are specifically designed to support the career transition of Foreign Service Nationals (FSNs) at the embassy. While this is not a request for proposal, the notice allows for other responsible sources to submit capability statements.
The primary objective of this sole source contract is to provide comprehensive career counseling, job search assistance, and transition planning services to FSN staff experiencing career reduction. The contract, valued at $90,000, aims to help staff secure new employment quickly, either with another organization or as self-employed entrepreneurs. AFRIQUE CONSEIL was selected based on their unique qualifications, including decades of experience, a team of certified professionals, and a proven track record from a similar contract executed in 2006. Eligible contractors can submit capability statements, though the government has already determined AFRIQUE CONSEIL as the preferred vendor. The contract is specifically targeted at professional and management development training services, falling under the PSC category of Education, Training, Employment, & Social Services Research and Development Services. Contractors interested in similar opportunities should note the specific requirements, including the 90-day contract period and the focus on supporting diplomatic staff during career transitions.
