About this opportunity
The United States Department of the Naval Medical Research Command (NMRC) has issued a Special Notice for a sole source contract with IPB Campus Dramaga in West Java, Indonesia. The contract focuses on conducting a comprehensive assessment of vector-borne pathogens and disease risks in a tropical environment near Marine Combat Training Center 5. A local research team consisting of mammalogists, ornithologists, entomologists, and molecular biologists will be engaged to perform a multi-phase study involving field surveys, ectoparasite collection, species identification, and pathogen testing. The research will specifically examine arthropod vectors like mosquitoes, ticks, fleas, mites, and lice in warm tropical climates and forest environments. The opportunity is classified under NAICS code 541715 for research and development in physical, engineering, and life sciences.
Contractors interested in this opportunity must submit a quote in Microsoft Word format, not exceeding 8-10 pages, and must be registered in the Systems for Award Management (SAM) with a Unique Entity Identification Number (UEI). The project objectives include conducting a field survey to identify research areas, obtaining Institutional Animal Use Committee approval, collecting ectoparasites from various animals using techniques like tick drags and trapping, performing species identification, extracting nucleic acids, and conducting multiple PCR tests to assess carried pathogens. The research team will be required to transfer data and material samples to NMRC upon completion. The contract will be procured under FAR Part 13 Non-Commercial Items guidelines, with a focus on understanding infectious disease vectors in Indonesian tropical environments. Potential contractors can register for SAM at www.sam.gov or by calling (866) 606-8220, and the opportunity is open from May 28, 2025, with a response due date of June 4, 2025.
Notice text
The United States Department of the Naval Medical Research Command (NMRC) intends to award a sole source contract to, IPB Campus Dramaga., West Java, Indonesia. This notice is not a request for competitive proposals however If interested Government shall consider all responses.
NMRC need a team in warm climate Arthropods like mosquitoes, ticks, fleas, mites, and lice are important infectious disease vectors. They thrive in warm tropical climates and forests.
See attached Statement Of Work SOW) for detailed description of services needed to be performed.
Submit quote, word doc format no more than 8 pages not to exceed 10 pages in all.
1. A local team consisting of mammalogists, ornithologists, entomologists, and molecular biologists is needed to perform multiple tasks to complete this study. A field survey is needed first to determine the areas of interest close to Marine CTC 5, including the terrain, farm, forest, and types of animals. After the field survey is completed and the Institutional Animal Use Committee approval is obtained, ectoparasites collection needs to be conducted by doing, but not limited to, tick drags and direct collection from animals (i.e., small mammals, birds, bats, companion animals, and livestock). Traps are required for small mammal, bird, and bat collections. The hosts and ectoparasites require species identification and nucleic acid extraction, followed by multiple PCRs to assess the pathogens they carry. Lastly, the Indonesian team needs to transfer these data and provide material samples (i.e., lysed samples, extracted nucleic acid, and PCR products) to NMRC.
The NAICS code for this action is 541715.This requirement will be procured under the guidelines of FAR Part 13 Non-Commercial Items. NMRC requires that all contractors doing business with the Acquisition Office must be registered with the Systems for Award Management (SAM). No award can be made unless the vendor is registered in Systems for Award Management. For additional information and to register in SAM, please access the following website: https://www.sam.gov/. In order to register with the SAM and to be eligible to receive an award from this Acquisition Office, all offers must have a Unique Entity Identification Number (UEI). A Sam.gov number may be acquired free of charge by contacting Sam.gov online at www.sam.gov or by phone at (866) 606-8220
