About this opportunity
The United States Air Force, through the Department of the Air Force Materiel Command Installation and Mission Support Center Installation Contracting Agency, has issued a Notice of Intent to Award a sole source contract to EBSCO Information Services, LLC for a Consumer Reports subscription service. The Air Force intends to issue a Firm-Fixed-Price Purchase order under simplified acquisition procedures authority on or about September 24, 2025. The contract will serve DoD Libraries with a base period of performance from September 30, 2025 through September 29, 2026, plus three additional 12-month option periods that could extend the contract through September 29, 2029. This procurement falls under NAICS code 519210 (Libraries and Archives) with a size standard of 1,000 employees and is classified under PSC code AF11 for education and research services.
The primary objective of this sole source award is to provide DoD Libraries with access to a comprehensive consumer information database containing product ratings, reviews, and expert advice across multiple categories including appliances, automobiles, electronics, health, and personal finance. The required database must offer over 9,000 ratings and reviews with frequent updates, advanced search functionality including keyword and Boolean search capabilities, and customer convenience features such as save, print, and email options. Since this is a sole source procurement, there are no competitive bidding opportunities for other contractors, and the Air Force has determined that EBSCO Information Services is the only source capable of meeting these specific requirements. The notice serves as advance notification of the government's intent to proceed with this non-competitive award, with the contract award expected within one week of the notice publication date.
