The purpose of this requirement is to provide the Maine Army National Guard (MEARNG) potential leads and potential enlistments, through a digital advertisement campaign. The purpose of this digital campaign is to reach potential new recruits in the specific age demographics of 17–24 year olds. The Government shall contract with a vendor to develop and implement a digital marketing plan that utilizes geo-fencing/retro-fencing, re-targeting, demographic parameters, and “in-need” advertising to maximize the impressions-to-clicks and clicks-to-leads rates in order to help the MEARNG deliver their important recruiting message to the target age demographic.
Period of Performance (PoP): The Period of Performance shall be 1 Year (12 months) with the anticipated start date on or about 1 July 2023.
This acquisition is solicited 100% set-aside under Small Business IAW 19.5 – Set asides for Small Business. The North American Industry Classification System (NAICS) Code – 541870 Advertising Material Distribution Service. Size Standard is $28.5 Million.

Basis for Award: The Government intends to award a single purchase order to the responsible Offeror whose quote represents the best value to the Government, with appropriate consideration given to the three (3) evaluation factors. Technical, and Past Performance. Commercial and Simplified Acquisition Procedures will be utilized to the max extent in a streamlined evaluation IAW FAR 12.602 & FAR 13.106-2. The Price factor will not be evaluated. Award may be made without discussion with offerors. Offerors are cautioned that the award may not necessarily be made to the lowest priced proposal. Offerors are cautioned that an unrealistically low price, as proposed initially or subsequently, may be a ground for eliminating a quote from consideration, either on the basis that the offeror does not understand the required services, or he/she has made an imprudent offer. Technical approaches with more comprehensive and detailed marketing strategies and from companies with more experience with the National Guard enterprise will be more highly rated.
Evaluation will be solely on the information included in the quotation. Therefore, the Offerors initial quotation should contain the Offerors best terms. After receipt of quotations, the Government will conduct an evaluation. However, during the evaluation process, the Government may, solely at its discretion, communicate with Offerors regarding quote elements.
Solicitation Questions: Questions of a technical nature shall be submitted to the Contract Specialist in writing via e-mail. Oral questions of a technical nature are not acceptable due to the possibility of misunderstanding or misinterpretation. The cut-off date and time for receipt of questions is Wednesdy, June 7, 2023 by 3:00 PM EST. Questions received after this date and time may not be answered.
