About this opportunity

The U.S. Department of State, Bureau of Overseas Buildings Operations, is preparing to award one or more small-business-set-aside IDIQ contracts to replace and repair fire alarm systems at U.S. Embassies, Consulates, Missions, and Branch Offices worldwide, with a sources sought response deadline of October 23, 2026 at 12:00 PM.

Approximately 120 of the State Department's 268 diplomatic facilities operate fire alarm systems that have passed end of life and lack manufacturer support. Work will be performed worldwide at overseas locations, including remote and high-threat areas, and will include surveying existing systems, demolishing and removing legacy infrastructure, installing state-of-the-art fiber optic networked fire alarm systems, and delivering all documentation to the State Department. All systems must comply with NFPA 72, NFPA 70, NFPA 101, NFPA 110, International Building Code, International Fire Code, ADA, and OSHA standards.

The contractor must be factory-authorized by selected fire alarm manufacturers and employ NICET-certified technicians. Selected manufacturers must permit State Department technicians to become independently licensed and gain programming capability on installed systems. Contractors must demonstrate experience with networked fire alarm system replacement or installation at U.S. Government facilities overseas, preferably within DOS OBO or Department of War. The contractor must provide all tools and materials, coordinate with Embassy points of contact, maintain active fire protection during work, perform off-hours installation to minimize disruption, and securely ship materials to overseas locations with the capacity to support simultaneous task orders at multiple sites.

Interested firms must submit capability statements of no more than ten pages by October 23, 2026 at 12:00 PM to youngjd@state.gov, including company identification (UEI, CAGE Code), business size and socioeconomic status, up to three relevant projects from the past five years, NICET technician levels employed, employee security clearances, Facility Clearance status, and overseas shipping capability.
