Award follows a comparative evaluation under FAR 12.203(c)(2). The attachment summary lists technical approach, past performance, and price as evaluation factors, with technical and past performance weighted more heavily than price. Technical proposals are capped at 20 pages and must show how proposed equipment meets Appendix A specifications.
