About this opportunity
The Department of State Office of Acquisition Management is conducting market research to identify capable vendors for satellite phones and associated prepaid global service plans, with responses due by October 9, 2026. This is a sources-sought notice for information and planning purposes only and does not constitute a binding solicitation or commitment to contract. The Government is not accepting quotes, bids, or proposals at this time.
The procurement calls for 100 Iridium Extreme 9575 satellite phones (or equivalent), each with a rechargeable battery, chargers, antenna, headset, data cable, and user guide. Each phone must include a 720-day prepaid global service plan with a minimum of 6,000 minutes and pre-activated SIM cards compatible with the service plan. Technical support must be serviceable in Mexico.
Delivery is to the INL Mexico warehouse in Naucalpan, Estado de Mexico within 90 business days of contract award. The contractor is responsible for all transportation costs, customs clearance, importation permits, and Mexican tax compliance, including VAT documentation as "Factura" invoices. The Government is evaluating an alternative delivery model to Brownsville, Texas, with the Government handling importation into Mexico; respondents should address both scenarios. Delivery coordination occurs with INL Mexico Logistics (mexicocityinllogistics@groups.state.gov), Monday through Friday, 08:00–17:00 hours. The contractor must perform operational capability testing within 15 days of delivery, provide a bill of materials at least five business days before shipment, and deliver a 12-month in-country warranty with local manufacturer support available in Mexico. Closeout documentation must be submitted in English and Spanish within 10 business days of delivery.
Responses are limited to 10 pages using 14-point font and must be submitted as searchable Microsoft Word or Adobe Acrobat documents. Respondents must identify company name, UEI, CAGE Code, point of contact information, and business type (small business, small disadvantaged business, or 8(a)).
