About this opportunity
The Department of State, Bureau of Global Acquisitions, is conducting market research through RFI 19AQMM-RFI-26-1008 for the Security Technology Integration and Operations Support (STIOS) requirement, with responses due November 12, 2026, by 5:00 PM Eastern Time. No set-aside is used, though the RFI specifically seeks qualified firms, particularly small businesses. The RFI is for planning only, does not commit the Government to award, and does not promise an RFP. The Bureau of Diplomatic Security, Office of Security Technology (DS/C/ST), requires a contractor to operate, maintain, and enhance the Physical Security Information Management (PSIM) system and High-Definition Security Video System (HDSVS) enterprise. Work covers 24/7/365 operations center support at Tier 1 through Tier 3, video analytics, 3-D facility modeling, IBM Maximo Application Suite (version 9.x or later) administration hosted on Red Hat OpenShift in Azure Government, SharePoint Online and PowerApps development, CCURE alarm network administration, cybersecurity risk mitigation engineering, and training. A Top Secret facility clearance is required. Performance occurs in the Washington, DC National Capital Region with domestic and overseas temporary duty travel, and the PWS requires minimum staffing at a Government facility in the Washington, D.C. area with zero unstaffed shifts. The period of performance is a 12-month base plus nine 12-month options. Availability targets are 99.9% monthly for PSIM and HDSVS. The draft PWS reports 94 Information Technology System Support positions and 69 PSIM-related positions as of October 29, 2026. The NAICS code is 541513 with a $37 million small business size standard. Responses are capped at 15 pages and go to Contracting Officer Maria Anguiano, with Contract Specialists Amber Gray and Heather Keeton, under the subject line "RFI Response - STIOS - [Company Name]." The Government will not accept telephone calls or answer questions about the RFI. Attachments include the RFI and a draft PWS dated August 20, 2026, and industry comments on the draft PWS are invited.
