About this opportunity

The Department of State Office of Acquisition Management is soliciting an Indefinite Delivery Indefinite Quantity (IDIQ) contract for CONOCER Criminal Analyst Certification Services to support the U.S. Embassy Mexico's International Narcotics & Law Enforcement Affairs program, with quotations due November 6, 2026 at 5:00 p.m. CST. This is an unrestricted, multiple-award solicitation with no small business set-aside; the Government intends two awards. Amendment 0001, posted October 19, extended the deadline and corrected the NAICS code to 541990 (All Other Professional, Scientific, and Technical Services).

Place of performance is Mexico, with evaluations held in-person at Mexican government law enforcement and justice institutions. The contractor must be formally registered with CONOCER as an Evaluation and Certification Institution and maintain at least six CONOCER-certified evaluators possessing minimum two years' criminal analysis experience in Mexican government security or justice institutions since 2016, Spanish language proficiency at 4/4 level, knowledge of criminal analysis software (i2 Analyst's Notebook, ArcGIS), and demonstrated CONOCER evaluation methodology competency.

The contract runs December 1, 2026 through November 30, 2031 with a $5,000,000 ceiling. The minimum guaranteed work is $5,000 through the initial task order (TORP #1), estimated at 432 evaluations and certifications annually plus 36 evaluator one-week travel sessions per period across four one-year ordering periods. Pricing is firm-fixed-price per participant for evaluation services, certification delivery, evaluator travel covering all lodging and meals, and VAT reimbursement subject to Mexican invoice compliance. Evaluations must be completed within five business days of participant list receipt; digital certificates must be delivered within 40 business days.

Evaluation ranks key personnel, technical approach, relevant corporate experience, and past performance (3–5 contracts within 60 months) in descending importance; technical merit outweighs price. Quotations require three volumes: Business, Technical (including named evaluator resumes and CONOCER registration status), and Pricing. Questions were due October 10. Quotations are valid 90 calendar days from receipt.
