About this opportunity
The Department of State Office of Acquisition Management issued a Special Notice on October 9, 2026, inviting industry feedback on draft solicitation documents for Diplomatic Platform Support Services II (DiPSS II), a multiple-award IDIQ vehicle, with responses due by October 30, 2026.
The Government seeks commentary on the scope, structure, and other aspects of the draft documents only; capability statements are not requested at this time. DiPSS II will establish a contract pool to provide comprehensive support services across approximately 250 diplomatic posts worldwide, with emphasis on Middle East and South-Central Asia contingency environments. Seven primary service capability areas span Program Management, Construction, Life Support, Logistics and Supplies, Medical and Emergency, Operations and Maintenance, and Security Support.
Pricing is structured on a two-tier model: a Standard Baseline Price (Tier 1) for each of seven capability areas and labor category, representing normalized costs in a permissive diplomatic environment, and Location-Specific Price Adjustments (Tier 2) for three geographic scenarios—a high-threat Middle East embassy requiring Top Secret facility clearance, a standard South America diplomatic platform, and an established European platform in a permissive environment. All pricing must be submitted as fully loaded, Not-to-Exceed Firm Fixed Price hourly labor rates and unit prices. Key personnel must be deployed within 30 days of Contracting Officer approval, with 85 percent of project personnel mobilized within 60 days and 100 percent within 90 days of Task Order award.
Submit feedback via email to Ryan Colgan (ColganRP@stat.gov) and Justin Rautenbach (RautenbachJ@state.gov) with subject line "DiPSS II Industry Feedback - [Company Name]."
