Volume II requires experience with INL/SAO/IM, past performance on similar-sized projects with references, all active and inactive contracts from calendar years 2025-2026 with relevant labor categories, and all CPAR ratings of at least Outstanding from the same period. The REV1 notice, posted October 28, 2026, replaces the earlier 2005-forward contract and CPAR window.
