About this opportunity

The City of New Haven is requesting bids on construction at the Willow Street and Nicoll Street intersection under ITB Solicitation #2026-ITB-325, with bids due June 17, 2026 at 3:00 PM and a non-mandatory pre-bid meeting scheduled for June 2, 2026 at 11:00 AM onsite. A 25% minority and women-owned business subcontractor utilization goal with demonstrated good faith efforts is required, and local preference of 15% applies to City-based New Haven vendors. The project is funded through American Rescue Plan Act (ARPA) Fiscal Recovery Funds; all costs must be incurred after March 3, 2021, and the City must expend all funds by December 31, 2026.

Work includes demolition of existing asphalt, curb, and sidewalk; construction of a raised asphalt intersection with granite curbing; installation of concrete sidewalks (1,300 square feet) and reinforced stamped concrete with brick red pattern (330 square feet); installation of four concrete-filled steel bollards; utility cover adjustments including water valves, gas valves, manhole covers, and catch basin modifications; and traffic control. Construction is staged across six phases to maintain traffic flow, with coordination required for Connecticut Transit Route 224 bus service detours and single-corner sequencing that maintains two 10-foot lanes on Willow Street. Specifications reference Connecticut Department of Transportation Form 819 (January 2026) and City of New Haven Construction Standards (January 2005). Connecticut prevailing wage rates apply; the wage schedule, effective May 12, 2026, governs all classifications and is subject to annual adjustment. Apprentice hiring is mandatory, requiring a minimum of 15% of the workforce be apprentices with at least 50% in first-year training.

Bidders must submit pricing through the City's eProcurement Portal and provide a bid bond equal to 5% of the bid amount. Performance and labor-material bonds equal to 100% of the contract amount are required upon award. General liability insurance ($1 million per occurrence, $2 million aggregate), auto liability ($1 million combined single limit), excess/umbrella liability ($1 million), and statutory workers' compensation are mandatory. The contract term is one year with renewal options at the City's sole discretion. Questions are due June 9, 2026 at 5:00 PM. Contractors must comply with the City's Living Wage Ordinance, Equal Employment Opportunity provisions, EEOC package submission requirements with tiered fees (based on contract value), and Commission on Equal Opportunities penalties for non-compliance, including fines up to 2% of contract amount for failure to attend the pre-award conference.
