About this file

This is a technical specifications document for a state and local contract opportunity issued by the City of New Haven, Connecticut for the Willow & Nicoll Raised Intersection project (City Project No. 25-108-01). The project is designed to increase safety and accessibility at the intersection of Willow Street and Nicoll Street through demolition and construction of a raised asphalt intersection, concrete sidewalk, reinforced stamped concrete, curbing, bollards, and utility cover adjustments. The specifications document provides detailed construction requirements for multiple line items including Type C catch basins (0' to 10' deep), granite stone curbing in various configurations (standard, curved, and beveled mountable), concrete sidewalks, stamped concrete, municipal police officer services, and maintenance and protection of traffic. The document references the Connecticut Department of Transportation Form 819 (January 2026) as the governing standard specification, with these special provisions serving as amendments and additions to that form. The contractor is responsible for installing type 1 pedestal foundations only, while the City will procure and install rectangular rapid flashing beacon (RRFB) units. Pavement markings and traffic signs will be installed by others and are shown for informational purposes only.

The specifications establish detailed material requirements and construction methodologies aligned with City of New Haven Department of Engineering Construction Standard Details, including specific references to granite curb details (NH-02), catch basin standards (NH-08), and frame and grate specifications (NH-06 and NH-06A). For concrete sidewalk work, the document provides detailed mix design proportions specifying materials such as Portland cement concrete conforming to CTDOT Form 819, with defined aggregate percentages, water-reducer and air-entraining agents, and retarder specifications. Stamped concrete work shall feature an integral brick red color with brick pattern stamping and must be paid on a total square footage basis inclusive of base preparation, processed aggregate base, reinforcing rebar, integral color, surficial stamp, and sealer. Municipal police officer and uniformed flagger services are established as pass-through costs at actual rates paid, with the Maintenance and Protection of Traffic work paid at a contract lump sum price covering all supply, labor, equipment, and services for traffic control devices and lane maintenance. The contractor must submit a Maintenance and Protection of Traffic plan to the Transportation, Traffic & Parking Department for approval and permit prior to work commencement.
