About this opportunity

Broward County is soliciting competitive bids for Upper-Level Roadway Improvements, Phase 3 at Fort Lauderdale-Hollywood International Airport, with proposals due October 2, 2026 by 2:00 p.m. (Solicitation No. PNC2132347C1). This is a federal Airport Improvement Program (AIP)-funded project carrying mandatory FAA Buy American certification and Davis-Bacon prevailing wage requirements; DBE Program compliance applies, though no specific DBE contract goal has been assigned.

The scope encompasses bridge maintenance and structural repairs along the upper and lower level roadway system in front of Terminals 2, 3, and 4: removing and replacing bridge expansion joints, repairing concrete spalls, sealing cracks, executing a bridge jacking plan, and replacing bridge bearings. Maintaining airport operations continuity and uninterrupted pedestrian and vehicular access throughout construction are critical requirements. Work areas are documented in technical drawings and specifications. Trench Safety Act compliance (Florida Statutes §553.60–553.64 incorporating OSHA 29 C.F.R. §1926.650) applies to any trenches exceeding 5 feet in depth.

The contract is structured as a definite-quantity contract with Broward County retaining the option to order up to an additional 20 percent of originally specified quantities within one year of award. The contract includes pass-through allowances totaling $625,000 annually (Utilities Resolution $150,000; Unforeseen Conditions $425,000; Safety and Security $50,000) with no markup permitted. Preliminary work must commence within 10 days of the first Notice to Proceed; substantial completion is due 190 days after Project Initiation, with final completion 30 days thereafter. Liquidated damages are $4,050.81 per calendar day after substantial completion and $1,000 per day after final completion.

Vendors must hold a Florida Certified General Contractor or Certified Building Contractor license, or a Broward County General Building Contractor Class A or B license, and must perform at least 55 percent of the total contract price without subcontracting. A 5 percent bid bond and 100 percent performance and payment bonds are required. General Liability insurance minimum $2 million per occurrence / $5 million aggregate; Auto Liability $1 million; Excess/Umbrella Liability $5 million; Workers Compensation at statutory limits; Employers Liability $1 million; Pollution/Environmental Liability $1 million per claim / $2 million aggregate; and Professional Liability $2 million per claim / $4 million aggregate are mandatory with maximum deductibles specified.

All contractor personnel accessing County facilities must obtain Level 1 FDLE background clearance and County-issued identification badges at least two weeks prior to work commencement. Air Operations Area access requires federal fingerprinting, security threat assessment, and Airport-Issued Identification Media. Security and badge compliance is a final payment condition.

Vendors must submit a completed Vendor Questionnaire; Subcontractors/Subconsultants/Suppliers listing; Trench Safety Act certification; Criminal History Screening Practices Certification; Lobbyist Registration Certification; Litigation History Disclosure (material cases from prior three years); and FAA Buy American Certification selecting one of four compliance statements (100% U.S. production, FAA waiver status, or Type 3/Type 4 waiver with supporting documentation due within 15 calendar days of award). A pre-bid meeting was held September 8, 2026 via Teams; a site visit occurred September 9, 2026. All submissions are electronic through BPRO. Addendum No. 1 replaced the original bonding document and removed OESBD good-faith-efforts requirements; Addendum No. 2 extended the due date to October 2 and corrected Line Item 102-14 (Traffic Control Officer) from 5,596 to 5,696 hours.
