About this opportunity

Collier County, Florida, through the Solid & Hazardous Waste Management Division, is issuing Invitation to Bid (ITB) 26-8643 for Turnaround Construction Services, seeking qualified contractors to design and construct reinforced turnaround areas for large vehicles such as garbage trucks and emergency response vehicles on dead-end streets. The County will develop two types of solutions: Designated Driveways (reinforced private driveways approved by property owners) and Hammerheads (specifically designed turnaround areas at the end of dead-end streets), with individual project values potentially reaching up to $199,999. Bidders must be licensed as Certified General Contractors, Certified Building Contractors, or Certified Underground Utility and Excavation Contractors with the State of Florida and must maintain valid licenses to operate in Collier County. The contract term is three years with two optional one-year renewals, and all pricing must remain firm during the initial three-year term, with any price increases requiring thirty days' notice and full documentation prior to contract anniversary dates, subject to Procurement Director approval. A mandatory pre-bid meeting is scheduled for March 10, 2026, at 10:00 AM EST at the Procurement Services Division Conference Room A in Naples, Florida, with bids due March 30, 2026, at 3:00 PM EST, submitted electronically through the County's online bidding platform at https://procurement.opengov.com/portal/collier-county-fl. Evaluation will be based on lowest total bid with preference for a single awardee representing best value, and the County reserves the right to award on a line-item basis or establish a quoting pool. Bidders must provide unit pricing for all line items in representative project examples (Hammerhead and Designated Driveway projects) with zero-dollar entries rendering bids non-responsive, and pricing must be all-inclusive of labor, fuel, equipment, supplies, permits, materials, and mobilization costs, with contractors required to provide ten business days minimum to submit project estimates.

There are no specific set-aside designations or disadvantaged enterprise restrictions noted for this procurement; however, the County does offer optional local vendor preference certification for businesses maintaining a physical address within Collier County limits with a current Business Tax Receipt issued prior to bid submission. All bidders must comply with extensive compliance requirements including submission of a Vendor Declaration Statement, Conflict of Interest Certification, Immigration Certification with active E-Verify enrollment, Local Vendor Preference Certification (if applicable), and completed reference questionnaires with supporting documentation. Bidders must maintain comprehensive insurance coverage including Workers' Compensation at statutory Florida limits, Commercial General Liability with $1,000,000 single limit per occurrence and $2,000,000 aggregate, Employer's Liability, Automobile Liability for owned, non-owned, and hired vehicles, and Professional Liability and Cyber Liability insurance as may be required; a Bid Bond equal to 5% of the cost proposal must accompany the initial submission, and Performance and Payment Bonds for 100% of the contract award amount are required for projects exceeding $200,000 upon contract execution. Based on historical spending patterns, Collier County departments have allocated approximately $1,650,000 annually for similar turnaround construction services, though the County explicitly notes this amount may not be indicative of future purchasing patterns and actual award values will depend on the County's operational needs and the competitiveness of submitted bids.
