About this file

This is an Invitation to Bid (ITB) document issued by the Collier County Board of County Commissioners Procurement Services Division in Florida for turnaround construction services requested by the Solid & Hazardous Waste Management Division. The project aims to construct reinforced turnaround areas for large vehicles such as garbage trucks and emergency response vehicles on dead-end streets that currently lack adequate turning spaces. The County plans to develop two types of solutions: Designated Driveways (reinforced private driveways approved by property owners) and Hammerheads (specifically designed turnaround areas at the end of dead-end streets). A pre-bid meeting is scheduled for March 10, 2026, at 10:00 AM EST at the Procurement Services Division Conference Room A in Naples, Florida. Bids are due March 30, 2026, at 3:00 PM EST and must be submitted online through the Collier County Procurement Services Division Online Bidding System. The contract term is three years with two optional one-year renewals, and prices shall remain firm during the initial three-year term.

Historically, County departments have spent approximately $1,650,000.00 annually on such services, though this may not reflect future spending patterns. The County intends to award to the lowest responsive and responsible bidder representing the best value, with selection based on lowest total bid and preference for a single awardee. Bidders must be licensed Certified General Contractors, Certified Building Contractors, or Certified Underground Utility and Excavation Contractors with the State of Florida and licensed to operate in Collier County. Individual projects under the resultant contract may have values up to $199,999, with contractors required to provide ten business days minimum to submit project estimates. Price increases are permitted with thirty days' notice prior to contract anniversary dates and must be fully documented; increases are not guaranteed and subject to Procurement Director approval. The County reserves the right to clarify bidder submittals, award on a line-item basis, or establish a quoting pool based on best value determination.

INTRODUCTION

As requested by the Solid & Hazardous Waste Management Division (hereinafter, the “Division or Department”), the Collier County Board of County Commissioners Procurement Services Division (hereinafter, “County”) has issued this Invitation to Bid (hereinafter, “ITB”) with the intent of obtaining bid submittals from interested and qualified Bidders in accordance with the terms, conditions and specifications stated or attached. The Bidders, at a minimum, must achieve the requirements of the Specifications or Scope of Work stated herein. All references to “Bidder” are also referred to as “Contractor” and “Vendor.”

Historically, County departments have spent approximately $1,650,000.00 annually; however, this may not be indicative of future buying patterns.

BACKGROUND

The Solid & Hazardous Waste Management Division of the Public Utilities Department is responsible for ensuring safe and efficient waste collection and disposal services throughout Collier County. Some areas within the County contain dead-end streets that are not suitable for large vehicles, such as waste collection and emergency response vehicles, to turn around. In many cases, these vehicles must reverse down the street to the nearest intersection or onto private property, posing safety risks and potential property damage.

This solicitation aims to enhance public safety and protect private property by providing designated turn-around areas for large vehicles (i.e., garbage trucks and emergency response) on dead-end streets. To achieve this, the County plans to construct reinforced turnarounds in the form of Designated Driveways and Hammerheads.

Designated Driveways are reinforced private driveways approved by property owners

Hammerheads are specifically designed turnaround areas located at the end of dead-end streets

Both solutions will create safe and functional turnaround spaces where no existing options are available. County-designated driveway specifications, along with a reference example of a hammerhead design, are included as Attachments A and B to this solicitation. Note that hammerhead designs may vary by location.

TERM OF CONTRACT/AGREEMENT
