About this file

This is an Insurance Requirements specification document for Collier County Board of County Commissioners, Florida, related to solicitation 26-8643 for Turnaround Construction Services. The document outlines comprehensive insurance and bonding requirements that bidders and contractors must maintain throughout the performance of work. Key insurance requirements include Worker's Compensation coverage at statutory Florida limits, Commercial General Liability with $1,000,000 single limit per occurrence and $2,000,000 aggregate, Employer's Liability coverage, and Automobile Liability insurance for owned, non-owned, and hired vehicles. Additional specialized coverage may be required depending on the nature of work performed, including Watercraft, Maritime (Jones Act), Aircraft Liability (minimum $5,000,000 if applicable), Pollution, Professional Liability, and Cyber Liability insurance. Collier County must be named as an additional insured on the Commercial General Liability policy, with such insurance being primary and non-contributory. The document specifies that all subcontractors must comply with identical insurance requirements.

Bidders must submit a Bid Bond equal to 5% of the cost proposal with their initial bid submission. For projects exceeding $200,000, Performance and Payment Bonds written for 100% of the contract award amount are required upon contract execution, with costs borne by the successful bidder. Surety companies must be authorized to conduct business in Florida and rated "A-" or better by A.M. Best Company. Certificates of Insurance must identify Collier County Board of County Commissioners at 3295 Tamiami Trail East, Naples, Florida 34112, include contract and project numbers, and provide 30 days' cancellation notice. Evidence of insurability must be provided within five days of award, with coverage required for a minimum of six months from the award date. Collier County will procure and maintain Builders Risk Insurance on construction projects where deemed necessary, with premiums billed to the project rather than included in contractor proposals. Historically, the County has spent approximately $1,650,000 annually on these services.
