About this file

This bid schedule document is submitted by Collier County, Florida's Solid & Hazardous Waste Management Division for Turnaround Construction Services (ITB 26-8643), detailing unit pricing requirements for two representative project types: Hammerhead turnaround areas and Designated Driveway reinforcements. The schedule encompasses 25 distinct line items covering mobilization and demobilization, site preparation (clearing, grubbing, excavation), base work (limerock, stabilized subgrade), pavement installation (asphalt and reinforced concrete), drainage infrastructure (elliptical pipe and HDPE culvert), erosion control (silt fence and rip-rap), site restoration (sod installation), and miscellaneous items (object markers and end sections). Quantities for the Hammerhead example include 27 cubic yards of excavation, 160 cubic yards of imported fill, 206 square yards of asphalt milling, 193 square yards of stabilized subgrade, 34 cubic yards of reinforced concrete pavement, and 605 square yards of sod, while the Designated Driveway example requires 110 linear feet of silt fence, 63 square yards of limerock base, 56 square yards of reinforced concrete pavement, 130 square yards of sod, and 32 linear feet of HDPE culvert. A mandatory pre-bid meeting is scheduled for March 10, 2026, at 10:00 AM EST in Naples, Florida, with bids due electronically on March 30, 2026, at 3:00 PM EST. The contract term is three years with two optional one-year renewals.

All contractor pricing must be all-inclusive of labor, fuel, equipment, supplies, permits, rock, debris excavation, limerock, mobilization, piping, silt fence, and all other materials required for project completion; zero-dollar entries for any line item render the bid non-responsive and all lines must be completed or the bidder may be deemed non-responsive. Unit pricing applies to individual items such as linear feet for pipe installation, square yards for pavement and site preparation, cubic yards for excavation and fill, and lump-sum pricing for mobilization and demolition work. No specific small business or disadvantaged enterprise set-asides are noted; however, optional local vendor preference is available for businesses with a physical address within Collier County limits. Historical annual spending for similar services is approximately $1,650,000, though the County notes this may not be indicative of future purchasing patterns, with actual award values dependent on operational needs and bid competitiveness. Bidders must maintain comprehensive insurance including Workers' Compensation at statutory limits, Commercial General Liability with $1,000,000 single limit per occurrence and $2,000,000 aggregate, and a 5% bid bond accompanying the initial submission.
