About this file

This is a Vendor Declaration Statement form issued by the Collier County Board of County Commissioners Procurement Services Division in Naples, Florida for Invitation to Bid (ITB) 26-8643 for Turnaround Construction Services. The procurement seeks qualified contractors to design and construct reinforced turnaround areas for large vehicles on dead-end streets, including Designated Driveways (reinforced private driveways) and Hammerheads (specifically designed turnaround areas). A mandatory pre-bid meeting is scheduled for March 10, 2026, at 10:00 AM EST at the Procurement Services Division Conference Room A in Naples, Florida. Bids are due March 30, 2026, at 3:00 PM EST, submitted electronically through the County's online bidding platform. The contract term is three years with two optional one-year renewals. Bidders must be licensed as Certified General Contractors, Certified Building Contractors, or Certified Underground Utility and Excavation Contractors with the State of Florida and maintain valid licenses to operate in Collier County. Individual project values may reach up to $199,999.

All pricing must remain firm during the initial three-year term, with any price increases requiring thirty days' notice and full documentation prior to contract anniversary dates, subject to Procurement Director approval. Unit pricing must be provided for all line items in representative project examples, with zero-dollar entries rendering bids non-responsive. Pricing must be all-inclusive of labor, fuel, equipment, supplies, permits, materials, and mobilization costs. A Bid Bond equal to 5% of the cost proposal must accompany initial submission, and Performance and Payment Bonds for 100% of the contract award amount are required for projects exceeding $200,000. The County offers optional local vendor preference certification for businesses maintaining a physical address within Collier County limits. Bidders must comply with all requirements including submission of a Vendor Declaration Statement, Conflict of Interest Certification, Immigration Certification with active E-Verify enrollment, and Local Vendor Preference Certification if applicable. Comprehensive insurance coverage is required, including Workers' Compensation at statutory Florida limits, Commercial General Liability with $1,000,000 single limit per occurrence and $2,000,000 aggregate, and Automobile Liability. Based on historical spending patterns, Collier County departments have allocated approximately $1,650,000 annually for similar services, though the County notes this may not be indicative of future purchasing patterns.
