About this opportunity

Collier County Board of County Commissioners, through its Procurement Services Division, is soliciting sealed bids under Bid No. 26-8678 for construction of the Immokalee Road (CR 846) Shoulder Improvements–SCOP 3 project, with bids due December 14, 2026 at 3:00 p.m. local time and a non-mandatory pre-bid meeting on November 16, 2026 at 9:00 a.m. The project is grant-funded through the Florida Department of Transportation's Small County Outreach Program, and the source names no set-aside, preference, or local-vendor restriction. The Solicitation file summary lists December 9 and September 9 dates that conflict with the advertisement and most bid documents, so bidders should verify dates on the procurement portal.

Bidders must hold valid Florida contractor licenses, business tax receipts, and a Certificate of Authority, and must be enrolled in E-Verify at bid submission. Bidders must also submit five project references of similar magnitude completed within the last five years and identify all major subcontractors. Three certifications accompany the bid: debarment and suspension, conflict of interest, and acknowledgment of grant terms. Before contract execution, the successful bidder must submit a notarized FDOT Form 375-030-31 human trafficking affidavit. Florida-manufactured lumber under Florida Statute Section 255.20 and U.S.-produced iron and steel apply to the work.

The scope covers shoulder improvements along Immokalee Road across 21 bid-schedule line items, including mobilization, maintenance of traffic, 8,236 linear feet of sediment barrier, excavation, embankment, Type B stabilization, optional base groups, asphalt milling, superpave asphalt concrete, friction course, mitered end sections, 9,151 square yards of performance turf, sign relocation, and pavement markings. The bid schedule is a blank form with unit prices for bidders to complete. A $50,000 roadway allowance covers unforeseen conditions or owner-directed work, is not guaranteed as payment, and is expended only through formal change order supported by time-and-materials documentation.

The anticipated project budget is $1.2 million. Substantial completion is required within 150 consecutive calendar days from Notice to Proceed, with final completion within 30 days after punch list delivery. Liquidated damages are $1,609 per calendar day. Work hours are 7:00 a.m. to 7:00 p.m., Monday through Friday, unless otherwise specified. The bid bond is 5% of the total bid amount, and the successful bidder must provide 100% performance and payment bonds from a surety rated "A-" or better and Class V or higher by A.M. Best. Insurance requires $1,000,000 single-limit commercial general liability with a $2,000,000 aggregate, $1,000,000 automobile liability, and $1,000,000 employer's liability. The county retains 5% retainage under Florida Statute Section 255.078. One contract will be awarded for all work to the lowest responsive and responsible bidder based on the base bid and selected alternates.
