This Invitation for Bid (ITB No. 26-B-51IF, Contract No. C-2071) involves construction of the Southeast Expansion Area (SEA) within the existing Tomoka Farms Road Landfill facility located at 1990 Tomoka Farms Road, Port Orange, Florida. The project scope encompasses excavation and site preparation, construction of Cell 1 (divided into Cell 1 South covering approximately 10 acres and Cell 1 North covering approximately 20 acres), installation of composite geosynthetic liner systems including dual 60-mil textured HDPE geomembrane liners with leak detection and leachate collection infrastructure, construction of berms and anchor trenches, installation of an early landfill gas collection system, development of a new lined leachate pond with lift stations and truck loading station, installation of HDPE dual-contained forcemain piping (8 to 10 inches in diameter) extending approximately 1.2 miles, establishment of groundwater and landfill gas monitoring wells, and all associated electrical and structural work for pump stations and loading facilities. Contractors must furnish all labor, materials, equipment, tools, transportation, and supplies necessary to complete the work in accordance with construction drawings prepared by SCS Engineers and CPH Consulting, LLC, and technical specifications dated February 2, 2026, with work performed at an active landfill site requiring coordination with ongoing operations. Eligible bidders must possess a current State of Florida General Contractors license at the time of bid submission. Electronic bids must be submitted through the County's eProcurement Portal before 3:00 PM on April 2, 2026. A non-mandatory pre-bid meeting is scheduled for March 12, 2026, at 11:00 AM with virtual Microsoft Teams attendance available, and the deadline for submitting questions is March 19, 2026, at 11:59 PM. Substantial Completion is required within 244 days of Notice to Proceed, with Final Completion required within 365 days total. Local preference up to 5 percent applies to bidders and subcontractors with documented business presence in Brevard, Lake, Orange, Osceola, Seminole, or Volusia County for at least six months prior to bid submission, with preference eligibility determined through completion of the Prime/Subcontractor Form (Exhibit B). The estimated construction cost is $43,293,495.00, with bidders required to submit a Bid Bond of not less than five percent (5%) of the total bid amount valid for a minimum of 120 days and a Payment and Performance Bond equal to 100 percent of the Contract price in accordance with Florida Statute 255.05. Comprehensive insurance requirements include Workers' Compensation with Florida Statutory Coverage, Commercial General Liability of $1,000,000 per occurrence and $2,000,000 general aggregate, Commercial Auto Liability of $1,000,000 combined single limit, Excess Liability of $10,000,000 per occurrence and aggregate, Contractors Pollution Liability of $5,000,000 per incident and aggregate, and an Installation Floater for materials and labor value, with Volusia County named as additional insured on all policies.
