About this file

This is a technical specifications document prepared by SCS Engineers for Volusia County, Florida's construction of the Southeast Expansion Area (SEA) Cell 1 at the Tomoka Farms Road Landfill. The project encompasses excavation and grading, installation of composite geosynthetic liner systems including dual 60-mil textured HDPE geomembrane liners with leak detection and leachate collection infrastructure, construction of approximately 30 acres of landfill cell divided into Cell 1 South (10 acres) and Cell 1 North (20 acres), installation of a lined leachate pond with associated lift stations and truck loading station, development of an early landfill gas collection system, installation of HDPE dual-contained forcemain piping extending approximately 1.2 miles, establishment of groundwater and landfill gas monitoring wells, electrical service installation, system startup, and personnel training. The specifications detail comprehensive requirements for materials including PE4710 HDPE pipe, geosynthetic clay liners, geocomposites, geotextiles, cast-in-place and precast concrete structures, pumping systems, valves, expansion joints, and various appurtenances. The contractor must furnish all labor, materials, equipment, tools, transportation, and supplies necessary to complete the work in accordance with the contract drawings and specifications dated February 2, 2026, with work performance required at an active landfill site necessitating coordination with ongoing operations and compliance with OSHA regulations and federal employment laws.

The specifications establish detailed technical requirements organized by section, including quality assurance and control procedures with independent testing laboratories, manufacturer qualifications and submittals, material testing and certification requirements, construction sequencing and methodology, and extensive field testing protocols. Key contractual requirements include construction quality assurance responsibilities assigned to an independent CQA consultant retained by the County, construction quality control by the contractor through an independent geotechnical consultant, comprehensive surveying and record drawing documentation requirements, and strict adherence to referenced standards including ASTM specifications, ACI codes, AWWA standards, and manufacturer recommendations. The specifications establish payment measurement procedures based on unit prices and lump sum items, with partial payments for mobilization, survey work, and materials delivered to the site, contingent upon completion of required testing and approval by the engineer. Cost responsibility for defects, non-compliant materials, and rework falls entirely to the contractor, and the contractor assumes liability for all transportation, storage, handling, and damage to materials prior to installation. The document does not specify the contract award date or term but references substantial completion requirements of 244 days and final completion of 365 days from Notice to Proceed, with liquidated damages of $1,000 per day for schedule failures.
