About this file
This is an Insurance Requirements exhibit for Volusia County, Florida related to the Tomoka Farms Road Landfill Southeast Area Construction Cell I project. The document outlines comprehensive insurance coverage mandates that contractors must maintain throughout project execution. The County requires contractors to obtain Workers' Compensation with Florida Statutory Coverage and a waiver of subrogation; Commercial General Liability with a minimum of $1,000,000 per occurrence and $2,000,000 general aggregate on an occurrence basis; Commercial Auto Liability with a $1,000,000 combined single limit; Excess Liability coverage of $10,000,000 per occurrence and aggregate on a follow-form basis; Contractors Pollution Liability of $5,000,000 per incident and aggregate; and an Installation Floater for the value of materials and labor. All policies must name Volusia County as an additional insured, maintain primary and non-contributory status relative to County insurance, and include waivers of subrogation in favor of the County. Pollution endorsements to the Commercial General Liability Policy are explicitly prohibited.
All insurance policies require thirty days' written notice of cancellation directed to the Certificate Holder at the County of Volusia Purchasing & Contracts Division, 123 W. Indiana Avenue, Room 302, DeLand, FL 32720, Attention: Inga Fegley, Risk Management Division. Self-insurance and policy retentions are prohibited. For properties located in FEMA-designated Special Flood Hazard Areas, contractors must obtain separate flood insurance coverage. These insurance requirements are project-specific and apply to the contractor, its subcontractors, and all independent contractors involved in the landfill expansion development.
