About this file
This Scope of Work document outlines the requirements for the Southeast Expansion Area (SEA) construction project at Volusia County's Tomoka Farms Road Landfill in Florida. The project involves the development of a new Class I landfill area designed to provide long-term solid waste disposal capacity exceeding 100 years. The primary work components include construction of Cell 1 in two phases—Cell 1 South (approximately 10 acres) and Cell 1 North (approximately 20 acres)—along with installation of composite geosynthetic liner systems, berms, leachate pump stations, early landfill gas collection systems, and associated grading and erosion control features. Additional work includes construction of a new lined leachate pond with associated forcemain and lift stations, load-out area, and electrical service installation. The contractor must also construct an access road from the landfill entrance to the expansion area and obtain all necessary permits. The work will be performed at an active landfill site where additional construction activities may be ongoing, and the contractor is responsible for protecting all existing stormwater management infrastructure and perimeter roads previously constructed.
The contractor shall furnish all machinery, tools, equipment, materials, and labor necessary to complete the work in a satisfactory and finished manner, with all incidental, minor, and miscellaneous items necessary for completion included without additional cost to the County. The document does not specify pricing terms, set-asides, response dates, or award dates, as this is a scope of work component rather than a complete solicitation document. The contractor must demonstrate awareness of site conditions and coordinate work activities with other ongoing construction efforts while maintaining the integrity of existing infrastructure.

Work to be performed is identified in the Contract Documents (i.e., Drawings, these Specifications, and other parts of the Project Manual). The Contractor shall furnish machinery, tools, equipment, material, and labor necessary for the performance of the Work in a satisfactory, complete, neat, and finished manner.
All incidental, minor, and miscellaneous labor, materials, and work items not specified or shown, but are necessary to complete the indicated Work and maintain and repair the Work, or which may be reasonably implied to include, shall be completed and furnished by the Contractor without additional cost to the County.
